Job Description :
- Direct the overall operation and serve as chief executive officer.
- Direct the day-to-day, short term, intermediate-term and long-term planning activities of the Agency.
- Direct the preparation and the administration of the budget; approve final budgets for submission to the Board of Directors; assure effective administration of approved budget; oversee the effective and accurate disbursement of funds under specific charter, programs and grants; assure compliance with legal, regulatory and financial requirements.
- Primary responsibility for assuring the effective disbursement of available and authorized funds; assure employees of the Agency discharge their delegated and assigned responsibilities in a timely and accurate manner.
- Direct the management of human resources of the Agency; assure the establishment and maintenance of effective, current and equitable personnel policies, procedures and practices; direct the development of employee capabilities, assure timely and effective training and development of employees; direct the planning activities associated with assuring continuity of service and appropriate back-up for key positions and associated responsibilities; and assure compliance with all relevant federal, state and local labor regulations, tax and withholding / reporting requirements and effective administration of the employee benefits program.
- Primary responsibility for ensuring the needs of families, providers, community organizations and businesses are met as it pertains to Child Care Resource and Referral services. This includes, but is not limited to : ensuring that a system is in place to meet the needs of consumers who do not speak English, consumers that have special needs, and consumers who represent diverse cultural backgrounds.
- Primary responsibility for establishing and maintaining effective working environment and relationships with legislators, regulators, clients, providers, representatives of funding resources and the general public; support employees of the Agency in undertaking their delegated and assigned responsibilities in these activities; serve as chief spokesperson and representative of the Agency, both in-person and through the media.
- Primary responsibility for educating and advocating for public policy and funding for all early education and child care programming. Participates in local, county, state and national child care public policy activities.
- Participate in local, state and national child care data collection and reporting activities. For example, provide information for the state-wide CCRR economic impact report, county-wide Institute for Non-Profits economic impact report, Child Care Aware of America surveys and Early Care and Learning Council surveys.
- Under broad policy direction of the Board of Directors; direct and manage all employees of the Agency. Extremely wide latitude for independent action; final control over approved budget(s). Adhere to all Agency Policies and Procedures.
- Ultimate responsibility for developing the budget and for the administration of all approved budgets; documents and analyzes project financial statements and attends regular budget meetings. Final approval for all expenditures.
POSITION REQUIREMENTS / QUALIFICATIONS
Seasoned knowledge and specialized mastery of early childhood and school age child care, management of a substantial business activity; fundraising techniques and challenges; financial management and reporting responsibilities; human management and resource management skills; advanced management and supervisory skills and understanding with 3 years supervisory experience; advanced skills in communication, verbal and written; analysis and organization; persuasion; presentation both one-on-one and before groups; establishing and maintaining effective interpersonal relationships; and knowledge of legal and regulatory requirements related to business activities of the agency and the grant / program / funding sources.Master's degree and at least three year's experience in early childhood, social work, business or related field required. Certification and / or 50 clock hours of training in early childhood, social work, business or related field required. 3 year's experience in child care settings is required.Rockland County is a diverse county made up of various ethnic and cultural backgrounds. Knowledge about or experience with any of Rockland County's diverse cultures and languages is a plus. (ex : Spanish, Yiddish, Russian or Polish)
