The Code Enforcement Officer I (FLEX) is an entry-level position designed for individuals interested in starting or growing a career in municipal code enforcement. Under general supervision, you will perform field inspections, investigations, and enforcement activities related to property maintenance, zoning, and municipal code compliance throughout the City. You'll respond to complaints, research property and ownership information, identify violations, and work directly with residents and business owners to resolve issues and promote voluntary compliance. This position offers meaningful community engagement and hands-on experience enforcing local ordinances that enhance neighborhood appearance and safety. The "FLEX" designation provides a built-in career progression path. As you gain experience and demonstrate proficiency, you may advance to the Code Enforcement Officer II level, taking on more complex enforcement responsibilities and greater independence. The ideal candidate for the Code Enforcement Officer I (FLEX) position is a motivated and community-minded professional who takes pride in improving the appearance and safety of neighborhoods across the City of San Bernardino. They are observant, detail-oriented, and comfortable working both independently in the field and collaboratively with residents, businesses, and fellow City departments. They possess strong communication and problem-solving skills and can handle conflict with tact and professionalism. The ideal candidate values education and voluntary compliance as the first steps in enforcement, while also understanding the importance of upholding municipal standards. A successful candidate is organized, adaptable, and thrives in a dynamic environmentbalancing fieldwork, documentation, and public interaction with accuracy and efficiency. A typical day as a Code Enforcement Officer I (FLEX) includes a blend of fieldwork and office tasks that support the City's goal of maintaining a clean and safe community. Your day may include : starting the morning by reviewing new complaints or cases in the City's case management system and planning your daily inspection route; conducting property inspections to identify code violations related to property maintenance, zoning, signage, or vehicle storage; taking photographs, documenting findings, and entering notes into the case tracking system; meeting with residents or business owners in the field to discuss violations, explain City codes, and outline steps to achieve compliance; coordinating with other departmentssuch as Police or Public Workswhen addressing issues involving safety hazards, abandoned properties, or nuisance conditions; preparing and issuing notices, citations, or administrative documents as needed; and wrapping up the day by completing reports, responding to emails, and updating supervisors on case progress or complex issues. Education and Experience : High School diploma or G.E.D.; AND one (1) year of experience with relevant field inspection operations in a governmental agency; or an equivalent combination of training and experience. Licenses, Certifications, and Equipment : A valid State driver's license is required. Successful completion of the PC 832 training course within one year of appointment to the classification. Knowledge of : Methods, procedures, standards, and techniques used in the identification and enforcement of code violations. Methods of code inspection documentation and recordkeeping. Customer service practices and etiquette. Skill in : Recognizing conditions that constitute code violations. Accurately documenting code violations and preparing clear reports. Following oral and written instructions. Working effectively with other employees. Communicating clearly and concisely. Establishing and maintaining effective relationships.
