Deputy Director of Human Services

Anoka County is seeking a visionary leader to serve as Deputy Director of Human Services. This position plays a critical role in guiding and overseeing the activities of the Human Services division, ensuring alignment with county objectives and delivering impactful services to the community.

The Deputy Director is responsible for establishing, planning, and administering the overall policies and goals of the division. This includes developing strategic plans, setting departmental policies and procedures, and leading major projects and initiatives. The role has overall control of planning, staffing, budgeting, business analytics, managing expense priorities, and recommending and implementing operational improvements.

As the principal assistant to the Chief Officer of Human Services, the Deputy Director partners closely with the Chief Officer and assumes full leadership of the division in their absence. The position requires working on complex issues that demand in-depth knowledge of county policies and procedures. Decisions made in this role have a significant impact on the success of county operations.

This position is appointed by and serves at the will of the Anoka County Board of Commissioners and is subject to an employment agreement.

This is a full-time, exempt, hybrid position. Interviews will take place the week of December 15th, 2025, for those selected to move forward in the hiring process.

Salary : $155,792 to $190,860.80 ($74.90 to $91.76 per hour).

2025 Anoka County Salary Schedule Grade 43 : $155,792 to $225,908.80 ($74.90 to $108.61 per hour).

24 days of paid flexible time off and up to 12.5 paid holidays.

This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN, 55303.

This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.

Expected work hours are Monday Friday 8 : 00 a.m. 4 : 30 p.m. along with occasional evenings or weekends for division events and / or emergency response.

Plan, organize, direct, and oversee the financial, administrative and operational functions of the Human Services Division.

Provide strategic leadership for the division's business analytics, financial and budget analysis, and administrative teams.

Lead the development and implementation of project management practices across the division.

Monitor workload and performance to ensure division goals and priorities are being met. Interview, select, hire, evaluate, train and supervise employees.

Serve as an advisor to division leadership, offering guidance on strategic planning, operational challenges and organizational development.

Prepare and present budgets and grant applications and budgetary justification, and oversee implementation, monitoring, and management of approved budgets and grants.

Oversee purchasing and procurement activities to ensure cost-effective operations and compliance with county, state and federal laws, policies and procedures.

Engage in strategic planning, support development of division-wide goals and monitor performance metrics to track progress and outcomes.

Resolve complex or sensitive issues, including complaints and operational challenges. May preside at hearings or investigate as appropriate.

Identify and lead key initiatives by analyzing departmental needs and aligning policies, practices, and procedures to meet county objectives.

Represent the Division on county and statewide committees and work groups and respond to questions from elected officials and constituents.

Requires a bachelor's degree and at least eight years (2,080 annual hours) of job-related experience.

In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Degree in Business, Human Services, Public Administration or related field.

Experience leading teams and creating positive and productive work environments.

Ability to effectively organize, direct and supervise the work of others.

Demonstrated experience leading change, partnerships, project management and business analytics.

Experience with Human Services programs operated by counties in Minnesota, including Social Services, Public Health, Corrections, Economic Assistance, Employment / Workforce development.

Standard office environment.

Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.

Hearing abilities required for general and phone communication, signals, and machine sounds.

Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.

Occasional lifting of 10-20 lbs.

Equipment used includes computers, phones, and standard office equipment.

Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and / or a personal vehicle.
