Land Use and Entitlements Project Manager
About the Role :
The Land Use and Entitlements Project Manager will oversee complex real estate development projects from concept through approval, focusing on zoning, permitting, and community engagement. This role requires a proactive, organized professional with expertise in land use planning, entitlement processes, and project coordination. The ideal candidate will combine technical knowledge with strong communication and stakeholder management skills to drive successful outcomes for development initiatives.
Responsibilities :
Conduct research and analysis of zoning ordinances, land use policies, and regulatory guidelines to support project feasibility and compliance.
Prepare zoning summaries, due diligence reports, and entitlement documentation for development proposals.
Draft detailed project narratives and planning reports that effectively communicate project benefits and alignment with local regulations.
Develop exhibits, visuals, and presentations to support entitlement applications and public hearings.
Manage project timelines, consultants, and multidisciplinary teams to ensure milestones are met and client objectives are achieved.
Serve as the primary point of contact for clients, providing timely updates and exceptional service throughout the project lifecycle.
Collaborate with municipal staff and regulatory agencies to facilitate permitting and approval processes.
Organize and coordinate community outreach activities, including public meetings and open houses.
Monitor project progress and proactively address issues to maintain project momentum and stakeholder satisfaction.
Support cross-functional teamwork and contribute to a collaborative, solutions-oriented work culture.
Qualifications :
Bachelors degree in Urban Planning, Real Estate Development, Public Administration, or a related field.
1 to 5 years of experience managing or supporting land use, zoning, or entitlement projects.
Strong understanding of zoning codes, general plans, and municipal permitting processes.
Proven ability to manage multiple projects simultaneously in a fast-paced environment.
Excellent written and verbal communication skills with experience drafting reports and presentations.
Proficiency in Microsoft Office Suite and basic graphic or mapping tools (e.g., PowerPoint, Adobe, GIS).
Demonstrated ability to work collaboratively with government agencies, consultants, and community members.
Highly organized, self-motivated, and detail-oriented professional.
Desired Qualifications :
Experience working on real estate development projects in Arizona or similar jurisdictions.
Familiarity with community engagement strategies and public meeting coordination.
Knowledge of land development regulations and entitlement procedures in multiple municipalities.
Certification or coursework in land use planning, project management, or related disciplines.
