Job description

Summary :

To develop and maintain an Employee Relations Climate that creates and permits a stable and productive labor force. To manage and coordinate all functions of employee relations, including employment, manpower planning, training, and development, affirmative action and also serve as liaison to coordinate personnel activities with corporate staff.

Primary Duties and Responsibilities :

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and / or ability required.

  • Selects, trains, develops, and organizes a subordinate staff to perform and meet department responsibilities and objectives effectively.
  • Provides leadership in the establishment and maintenance of employee relations that will assist in attracting and retaining a desirable and productive labor force.
  • Directs employee activities, assuring that properly qualified employees are recruited and hired for company positions.
  • Sets up and maintains general control methods, records, and files as required for effective personnel functions.
  • Develops and supervises training programs and personally participates in new-employee orientation and other training programs when required.
  • Coordinates the administration of employee safety and health programs.
  • Assists in keeping employees informed of all changes in personnel policies, counsels with employees on personnel policies and personal problems. Assists in the solutions and appropriate adjustments to complaints received from management personnel and employees.
  • Responsible for administration of Collective Bargaining Agreement.
  • Assures that company employment, safety, labor relations, personnel, and equal opportunity policies and practices comply with the applicable provisions of Federal and State Labor Laws, including the maintenance of necessary files.
  • Coordinates with corporate personnel staff as required.
  • Responsible for attending Grievance meetings and preparing a response in writing for each grievance settled or adjusted at such meetings.
  • Responsible for Safety Committee and making recommendations for safety / ergonomics at the plant level.
  • Responsible for maintaining monthly personnel reports (i.e. Headcount, Department Roster, Minority, Absenteeism, Turnover).
  • Maintains all accident reports and OSHA logs.
  • Responsible for the plant's safety performance and key indicators. Strive to eliminate workplace hazards, reduce ergonomic concerns and work with all departments to improve the overall safety record of the plant.
  • Monitor key indicators, develop action plans to correct unfavorable metrics and report out on progress.
  • Utilize cross functional team for corrective action development and continuous improvement activities. Utilize the hourly workforce when applicable.
  • Responsible to ensure that all employees always adhere to safety policies and procedures, operating in full compliance with department, station, corporate, OSHA requirements.

AUTHORITIES :

  • Enforcement of employee handbook policies, the corporate compliance manual, employee work rules and the union labor agreement.
  • Enforcement of personal protective equipment use by employees, as required.
  • Authority delegated to the Human Resource Manager, as a QMS / EMS process owner, to enforce and continually improve the process(es) to ensure established process outputs are delivered. This authority includes the responsibility to ensure the integrity of the QMS / EMS is not compromised when improvements are implemented.
  • Authority to stop production to notify and correct quality problems.
  • Responsibility and authority for QMS / EMS Key Process Performance Indicator metrics, results and reporting of these results to Management Review.
  • Skills / Competencies :

  • Maintain a team-oriented working environment that allows for individual differences and provide for individual growth.
  • Ability to read and interpret documents such as safety rules, policies and procedure manuals and operating instructions.
  • Ability to perform basic mathematical functions such as addition, subtraction, multiplication and division.
  • Equivalent to appropriate associates or a four-year college program preferred.
  • This position requires effective communication for all levels of employees, in both verbal and written form.
  • This position requires that the person operate without direct supervision.
  • Basic computer skill, including PC knowledge, HRIS and current technology software familiarity.
  • Preferred Education Requirements :

  • Four-year college degree in Human Resource Management is preferred.
  • Eight (8) years experience in the HR Field, OR any appropriate combination of education and experience.
  • Professional Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred.
