Code Enforcement Officer
This is an exempt mid-management position under FLSA. Under the general supervision of the Administrative Official and Deputy Chief of Operations, the position supervises code enforcement personnel in the Code Enforcement Unit of the Police Department. Trains employees in department procedures and on new equipment, evaluates performance of employees, delegates and schedules work of subordinate personnel, provides technical direction, and recommends disciplinary action to the Chief of Police or Division Commander. Investigates, documents, and responds to citizen complaints. Performs specialized field investigation and inspection duties required for enforcement of Pueblo Municipal Code. Assists the Zoning Board of Appeals and the Planning and Zoning Commission by conducting research, providing staff reports and testifying in hearings. May represent the Police Department in presenting information to the various licensing boards of the City. Acts as the official custodian of the Code Enforcement RMS System for the Police Department. Coordinates neighborhood projects and interacts with neighborhood organizations. Performs related duties as required.

Essential Functions :
- Supervises and evaluates personnel of the Code Enforcement Unit.
- Enforces the International Property Maintenance Code, as adopted and amended by the Pueblo Municipal Code. Enforces zoning ordinances, health and sanitation and various different ordinances of the City of Pueblo.
- Trains subordinate personnel in the enforcement of the Pueblo Municipal Code, report writing, preparing tickets and summons, filing legal documents with the courts, and court proceedings.
- Testifies in court trials, Zoning Board of Appeals hearings, and Planning and Zoning Commission hearings.
- Prepares annual, monthly, and daily schedules.
- Prepares all required records including notices of violation, summons, staff reports for presentation at hearings, personnel reports, and performance improvement plans.
- Works with citizens and other city personnel in conflict resolution and project management.
- Makes personnel related recommendations to the Police Chief, via the chain of command.

Physical Requirements :

Knowledge of current issues, rules, and regulations related to the Pueblo Municipal Code.Knowledge, skills, and abilities to effectively supervise and evaluate subordinate personnel.Knowledge, skills, and abilities to successfully perform the essential functions of lower classifications within the Code Compliance Unit.Ability to solve problems utilizing sound judgment, integrity, and concern for the community.Ability to work successfully with and provide good customer service to supervisors, Directors of other City Departments, other City employees, the public, and other agencies and organizations.Emotional stability and ability to deal with stressful situations.Proficiency with a personal computer and skilled in the use of software equivalent to Microsoft products.Familiarity with Pueblo streets, locations, and landmarks and a demonstrated ability to distinguish directions.Minimum Qualifications :

At least 21 years of age at the time of application; andA valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employmentLicense restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification.During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license.3 years of experience conducting investigations, including preparation and case management for court proceedings.A bachelor's degreeORA high school diploma with at least three (3) years of experience as a Code Enforcement Officer or similar title including leadership experience and training such as Colorado Code Enforcement Officers Association Basic or Advanced Certification.Tattoos and other markings, as described below, will be cause for disqualification :Any tattoos, or other markings on the head, scalp, face, ears, neck (above the collarbone), or hands (wrist to fingertips).Permanent cosmetic make-up on the face or permanent commitment band(s) on the finger(s) are exempt from this policy.Current Police Department employees hired prior to July 1, 2025, will be exempt from this disqualification.Drug usage, as described below, will be cause for disqualification :Any use of marijuana within one (1) year prior to the date of application.Any use of any illegal drugs (i.e. heroin, cocaine, LSD, amphetamines, steroids, or other illegal drug as defined in schedules I through V of Section 202 of the Controlled Substances Act) within two (2) years prior to the date of application.Candidates must be willing to submit to a comprehensive background check to include a Truth Verification Analysis. Candidates must also pass a post conditional offer drug screen, psychological evaluation, and medical examination.Special Conditions of Employment :This position involves indoor and outdoor work with exposure to all weather conditions. The incumbent may be exposed to noise, heights, dangerous chemicals and hazardous conditions, putrefaction created by rotting garbage, animals, rodents and traffic.This position requires the incumbent to obtain an Advanced Colorado Association of Code Enforcement Officials Certification within two years of appointment unless otherwise specified by the Mayor.Once hired, PPD employees are prohibited from adding any new tattoos or body art markings to the head, scalp, face, ears, neck (above the collarbone), or hands (wrist to fingertips). PPD policy also prohibits tattoos or other visible markings that are considered extremist, hate-based, indecent, political, or unbecoming a law enforcement officer. Employees may show tattoos that are below the elbow on the arms but above the wrist or below the knees of the legs provided that the tattoos are not otherwise prohibited by policy.All required licenses and certifications must be maintained throughout the term of employment.
