Description
Position Overview
Under direct supervision of the Department of Transportation and Safety Manager the Administrative Assistant is responsible for greeting visitors answering and routing calls coordinating incoming and outgoing mail handling inquiries from the public providing clerical administrative and technical support for Departmental functions within the Division (travel arrangements acquisitions / purchasing support bid process assistance program specific data entry into national and tribal databases (RIFDs LEADS wSTARS GIS etc.) as required for efficient and effective operation of the Departmental services within the Division and assist in the administrative duties supportive of Division wide (departmental) planning and outreach functions.
Essential Functions
- Responsible for greeting and directing visitors to the appropriate person.
- Answers main telephone screens and routes calls to appropriate person.
- Provide appropriate Division services and information to the general public.
- Provide administrative and clerical support services for the Division.
- Process incoming and outgoing mail and communications for the Division.
- Processes all paperwork related to program support such as Purchase Requisitions Invoices for Payment Travel Documents etc. utilizing Micriox System and Division database(s).
- Maintain accurate files program files and other necessary documents.
- Provide clerical administrative and technical support for planning functions within the Division (i.e. Long Range Transportation Plan (LRTP) the Tribal Transportation Improvement Plans (TTIP) Environmental Tribal Implementation Plans (ETIP) Pawnee Nation Hazard Mitigation Plans and Departmental Plans) program and project administrations bid proposals grants safety plans departmental budgets and policies / procedures
- Collect field data via Global Positioning Systems (GPS) equipment.
- Upload GPS data into Geographic Information System (GIS); databases (ESRI MARPLOT) and converts existing data sets for entry into the GIS data bases.
- Processes data into a Geographic Information System (GIS) and documents the data with metadata editor.
- Acquire training and uses ArcGIS software to convert analyze and display data in a map.
- Inputs DOTS data into the Road Inventory Field Data System (RIFDS) for use by the Indian Reservation Roads (IRR) Program.
- Input DOTS data into Access database to support Transportation projects.
- Input DECS data into the LEADS database to Natural Resource and Environmental Health and Safety permits and services.
- Input DECS data into WSTARS database to support IHS / EPA tracking and recording of RCRA violations and associated Sanitation Deficiencies scoring.
- Participates in workshops and meetings designed to enhance improve and / or further the development of the Division of Natural Resources & Safety.
- Maintains a Microsoft Access database with printable forms for use in tracking and reporting expenditures work tasks etc.
- Assists Division staff with the use of desktop and database software applications.
- Responsible for composing and processing out-going correspondence including letters memos reports etc.
- Maintains confidentiality of all privileged information.
- Contributes to a team effort and accomplishes related results as required.
- Performs other duties as assigned and within the scope of the position.

Requirements
Minimum : High school diploma or GED; Must acquire TTP (formally RIFDS) database clearance and access.
Preferred : One (1) year of business school or vo-tech training in Clerical Office Management or Administrative Assistance / Secretarial Science and ESRI Arc GIS certifications and experience in Geographic Information System (GIS).

Requirement
Minimum : Must have knowledge and experience in office management database creation servers and networking data mapping concepts. Must possess good communication customer service and organization skills.
Preferred : One (1) year of clerical experience and one (1) year ESRI experience.

Technical Proficiencies and Skills :
Proficiency in Microsoft Office applications including Word Excel Outlook Power Point Access and Internet Explorer as well as Adobe Pro ESRI software related platforms.Ability to learn and adapt to the Micriox software system.Skilled in the proper use and operation of standard office equipment including fax copier telephone and other related devices.Ability to access and maintain program specific databases such as RIFDS ESRI wSTARS LEADS and Access.Ability to provide guidance and instruction to others on the use of various software systems and technological tools.Communication :

While performing the duties of this job the employee regularly is required to stand; walk; use hands to finger handle or feel; reach with hands and arms; and talk or hear. The employee frequently is required to sit; climb or balance; and stoop kneel crouch or crawl. The employee must occasionally lift and / or move up to 50 pounds. Specific vision abilities required by this job include close vision distance vision peripheral vision and ability to focus.
Work Environment
Work is performed in both an office (95%) and field (5%) setting. The office environment involves a moderate noise level and routine use of standard office equipment. Fieldwork may involve exposure to loud noises natural weather conditions and potential environmental hazards including walking on uneven or unstable surfaces.
Travel is required to attend trainings meetings conferences presentations and other work-related events. Approximately 90% of work time involves multitasking to achieve organizational objectives and meet program goals.
