About the Role
We are seeking an experienced Construction Manager – Capital Projects (Water Utility) to lead the construction phase of complex infrastructure initiatives across California and neighboring states.
In this role, you will manage statewide capital projects within the water utility sector, ensuring work is executed safely, efficiently, and in full compliance with design, schedule, and budget requirements. You will oversee construction management teams, contractors, and inspection activities, supporting projects from pre-construction through closeout.
This position offers a dynamic blend of strategic leadership and field-based project management, ideal for professionals experienced in public works or utility infrastructure delivery.
Key Responsibilities
- Lead statewide construction phase management for water utility and capital infrastructure projects.
- Establish and maintain construction policies, tools, KPIs, and best practices for consistent execution.
- Manage internal teams and external construction management partners to ensure quality and compliance.
- Coordinate construction oversight staffing, training, and vendor relationships in collaboration with cross-functional stakeholders.
- Conduct constructability reviews, value engineering sessions, and lessons-learned debriefs to improve design and delivery processes.
- Oversee the implementation of construction safety standards and ensure adherence to all state and federal regulations.
- Provide guidance and training to engineering staff on construction best practices, contract compliance, and field execution.
- Continuously review and refine standard plans, specifications, and construction procedures to improve capital delivery performance.
- Develop new tools, templates, and systems to enhance project reporting, controls, and efficiency.
- Support long-range strategic planning and performance reporting for capital delivery programs.
Qualifications
Bachelor’s degree in Engineering, Construction Management, or related field (Engineer-in-Training certificate may substitute).California Professional Engineer (PE) license strongly preferred.Minimum 3 years of progressive experience in public works or water utility construction management and inspection.Valid California Driver’s License.Preferred Certifications :Project Management Professional (PMP)Certified Construction Manager (CCM)State Water Resources Control Board Grade II Water Distribution or Water Treatment certificationStrong leadership and people management skills, with proven ability to oversee both internal and external teams.Proficient in Microsoft Office Suite and familiar with construction cost tracking and financial principles.Excellent written and verbal communication skills with ability to collaborate across departments and contractors.Demonstrated ability to prioritize, multitask, and deliver results under tight timelines.Deep commitment to safety, quality, and customer satisfaction in every project phase.Benefits of Engagement Through Innovation Consulting
