Title Vi Program Manager

Metro's General Manager's Office is seeking an outstanding leader to serve as the agency's Title VI Program Manager (Project Program Manager III). This critical position will support Metro in furtherance of its commitment to providing equitable and accessible services in all of Metro's programs by applying their expertise and knowledge of Civil Rights law and compliance specifically, Title VI of the Civil Rights Act to ensure equitable, legally compliant, and accessible service delivery to the many diverse communities and individuals of King County.

The ideal candidate will have a passion for civil rights and community engagement with the project management and technical skills necessary to effect positive changes in a large government organization. This position reports to Metro's Civil Rights & EEO Officer and will work collaboratively with other civil rights and transportation professionals on this dynamic and growing team.

Position Info : This recruitment will be used to fill one (1) Career Service Project Program Manager III (PPM III) classification vacancy. In addition, this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA), Term Limited Temporary (TLT), and Career Service (CS) vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Job Duties : Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. This position is comprised of the following core duties :

  • Manage the strategic execution, maintenance, and continuing improvement of Metro's Title VI Program by : Developing processes and policies for equitable and nondiscriminatory service delivery. Monitoring public complaints related to civil rights and service equity. Engaging community groups and external stakeholders to best implement the Program.
  • Advise Metro divisions on compliance with Title VI of the Civil Rights Act and local and federal regulations to ensure public facing services and programs are compliant.
  • Partner and coordinate compliance efforts with Metro's Language Access Manager, Community Engagement Team, and ADA Universal Access Manager.
  • Create written documents including but not limited to : Educational material for the Metro workforce on the requirements of Title VI of the Civil Rights Act Notices to the public Formal reports to oversight bodies such as the King County Council and the Federal Transit Administration.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills : We are looking for candidates who have : A minimum of three years of increasingly responsible technical and leadership experience in civil rights compliance or a related field OR a combination of education, training, and / or professional experience which provides the equivalent background required to effectively perform the work of this position Proven ability to manage multi-stakeholder projects by developing clear policies and procedures, leading cross-functional teams, and coordinating efforts to ensure program effectiveness. Excellent organizational and project management skills to drive large and complex projects while working with diverse groups of individuals. Demonstrated broad and in-depth knowledge of equity and social justice issues for organizations and underrepresented communities. Advanced knowledge of Title VI of the Civil Rights Act and other nondiscrimination law in places of public accommodation. Knowledge of Federal Transit Administration (FTA) requirements and Circular 4702.1B for Title VI compliance. Experience creating clear educational materials, public notices, and formal compliance reports for internal staff, diverse communities, and oversight agencies. Ability to facilitate open dialogue such that multiple and diverse perspectives and style are heard and respected and to facilitate difficult conversations related to power and privilege, particularly related to race, ability, gender, and other protected classes. High integrity, exhibit strength with composure, possess a good sense of self, knowing personal strengths, weaknesses and biases and the impacts of these on others. Experience working independently and as a part of a team in a fast-paced work environment with changing priorities.

Highly competitive candidates will have (desired, but not required) : Experience working in the transit industry and with the Federal Transit Administration Experience proving direct representation or services to historically underserved communities or language diverse communities. Advanced knowledge of investigation processes including customer service methods, conflict management, data analysis, and problem solving. Advanced understanding of and commitment to continuously learning about and addressing systems of institutional and systematic racism, ablism, power and privilege within the context of the United States history.

    Work Location : This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104. The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

    Work Schedule : The position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday Friday. Union Representation : The position is not represented by a union.
