Overview

The Prince George's County Planning Department of The Maryland-National Capital Park and Planning Commission is seeking an Assistant Human Resources Manager to join our planning team. This position functions as a non-supervisory team leader and alter ego to the Department Human Resources Manager, supporting the strategic and operational delivery of human resources services across the Planning Department. The Department has approximately 235 employees.

As a key contributor to the Department's human resources work program, this position provides strategic and tactical support to the Department Human Resources Manager and collaborates with senior and executive management teams on a wide range of HR matters. The Assistant HR Manager offers guidance and consultation on complex or sensitive personnel issues, supports the allocation of workforce resources, analyzes various facets of the work program, and assists in the development and execution of HR strategies and plans. The position plays an integral role in advancing a comprehensive employee development and training program, while promoting innovation, automation, and compliance across HR operations. Though non-supervisory, the role functions as a team lead and is expected to demonstrate critical thinking, initiative, and a high level of professionalism in all aspects of HR service delivery.

The Prince George's County Planning Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents with 15 Metro Rail Stations and is home to the University of Maryland at College Park, National Harbor, NASA Goddard Space Flight Center, and a world-class parks and recreation system. Prince George's County has 27 municipalities, from rural to urban communities, with a land area of approximately 500 square miles. Responsibilities

  • Lead and support the HR team in daily operations, working closely with the Department HR Manager.
  • Assist in planning and organizing HR functions including employee relations, performance management, training and development, leave programs, and recruitment.
  • Support alignment of HR work program goals with departmental objectives and systems.
  • Assist in developing and administering HR plans and procedures in accordance with M-NCPPC rules, regulations, and policies.
  • Conduct preliminary investigations and gather and analyze information related to performance management and employee relations.
  • Collaborate with Legal, Audit, Risk Management, Corporate HR, and other Commission entities to support policy compliance and employment law adherence.
  • Provide analyses, recommendations and guidance to management on HR issues, escalating complex matters as needed.
  • Contribute to the development and refinement of internal HR processes and procedures.
  • Assist in creating HR tools, resources, and training materials for management and staff.
  • Provide guidance on HR matters to ensure standardized procedures and compliance with Commission policies and federal, state, and local employment laws.
  • Monitor and ensure proper usage and compliance with FMLA, ADA, and other leave programs.
  • Create reports and metrics to assess HR program effectiveness and recommend improvements.
  • Identify process inefficiencies and propose redesigns to enhance HR service delivery.
  • Develop and support innovative recruitment strategies to attract specialized talent.
  • Contribute to employee retention and development initiatives, including mentorship and skill-building programs.
  • Respond to staff concerns and complaints, documenting and analyzing findings and coordinating, collaborating, and advising HR leadership and legal counsel.
  • Participate in meetings with the Department HR Manager and other departmental leadership as needed.

Qualifications

  • Bachelor's Degree in Human Resource Management, Finance, Business or related field.
  • Four (4) years of progressively responsible experience in Human Resource Management, finance or related field.
  • An equivalent combination of education and experience may be substituted, which together total 8 years.
  • Preferred Qualifications

  • Experience using standard office productivity platforms to automate routine HR tasks and enhance service delivery.
  • Proven ability to identify and redesign inefficient HR processes, applying innovative solutions to improve service delivery.
  • Experience conducting, documenting, and analyzing employee relations investigations, including performance management and workplace concerns.
  • Working knowledge of FMLA, ADA, and other employment laws, with a focus on ensuring compliance in leave administration and accommodations.
  • Experience developing and delivering HR training programs, including employee development, mentorship, and skill-building initiatives.
  • Familiarity with creating and maintaining HR metrics and dashboards to evaluate program effectiveness and support data-driven decision-making.
  • Ability to collaborate with cross-functional teams including Legal, Audit, Risk Management, and Corporate HR to support policy implementation and compliance.
  • Experience supporting recruitment strategies that attract specialized and diverse talent pools.
  • Strong written and verbal communication skills, with the ability to produce clear policies, procedures, and guidance documents.
  • Proven ability to build positive working relationships across all levels of an organization, fostering engagement and trust.
  • Demonstrated success in applying critical thinking to resolve complex HR challenges and support strategic initiatives.

    Working Conditions

    Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines.
