Position Overview
As a Program Planner 3 in the Building and Construction Division, Building Code Bureau, you will work under the supervision of the State Building Code Commissioner at our central office near Valley Junction in Des Moines, Iowa. You will manage the Alarm System & Fire Protection System Licensing, Factory-Built Structure Program and manage databases and systems for tracking licensed individuals, businesses, and certifications, and develop and organize the Plan Review Program. Prepare reports on licensing activities, regulatory changes, and compliance status for internal use or regulatory agencies. Serve as a subject matter expert, collaborating with both internal and external stakeholders to develop and implement new licensure software. Development and implementation of processes to ensure successful migration to a new licensing software. Assist in the development and implementation of state or local policies concerning alarm and fire protection system licensing. Process new and renewal applications and manage the workflow for incoming licensing applications to ensure timely processing. Handle administrative tasks such as fee collection, license issuance, and documentation. Provide guidance and assistance to contractors, business owners, and the general public on licensing requirements, regulations, and processes. Respond to inquiries, complaints, and requests for information about licensing status and procedures. Facilitate bi-monthly training sessions for building code plan reviews, inspectors, and fire prevention inspectors. Ensure participants receive and maintain standards for continuing education units (CEUs) to support their professional development. Coordinate outreach for state code presentations. Develop and deliver training programs or informational materials for applicants and licensees about changes in licensing laws or technical requirements. Schedule and facilitate yearly training offered to installer applicants for licensing purposes. Administer installer examinations for licensing purposes. Perform general administrative duties, including delegating information requests and addressing complaints. Manage the bureau's training and meeting schedules, ensuring smooth coordination and effective time management. Perform additional responsibilities as assigned to support bureau operations.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification :
Seven years of full-time work experience in the administration or operation / execution (i.e., providing consultation and / or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines / policies / procedures) of a program (i.e., the provision of a service or an administrative oversight / enforcement responsibility).All of the following (a, b, and c) :One year of full-time work experience in the administration or operation / execution (i.e., providing consultation and / or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines / policies / procedures) of a program (i.e., the provision of a service or an administrative oversight / enforcement responsibility);A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; andA total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.Graduation from an accredited school of law.Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.For additional information, please click on this link to view the job description.
