As part of this mission, the Community Homelessness Services Division focuses on reducing and preventing homelessness while ensuring access to safe and supportive services. The division partners with community organizations, government agencies, and residents to implement innovative programs, manage federally and state-funded initiatives, and provide direct support to individuals and families experiencing homelessness.

In this role, you will support key initiatives, including expanding emergency and permanent supportive housing programs, enhancing community engagement, improving program efficiency and accountability, and incorporating input from people with lived experience. This position offers the opportunity to make a meaningful impact on the lives of vulnerable residents while advancing the City's goal of ending homelessness.

This executive management role is based in the Bay Area / Oakland, California, and candidates should reside within commuting distance. The position offers a hybrid work arrangement, with two days available to work remotely and three days on-site presence for leadership, collaboration, and organizational engagement. We recognize the importance of balance at the executive level and support open communication regarding accommodations for professional responsibilities and personal commitments.

We are looking for someone who is :

  • Independent. This position is a part of the HSD executive team and will require a level of independence managing the Community Homeless Services Division.
  • Responsible. It is imperative to honor commitments, particularly to community partners and individuals receiving services from the Community Homeless Services Division.
  • Empathetic. Being able to put oneself in someone else's shoes, understand their circumstances, and amplify others is crucial in today's workplace as a manager, particularly when managing staff who provide direct services to vulnerable populations.
  • Adaptable. Adaptable individuals should be able to swiftly adjust to changing circumstances and priorities, such as revised project timelines or new community needs.
  • Resilient. An individual that can recover from setbacks and stress. They maintain a positive attitude and efficiency, even when facing adverse situations.
  • Courageous. Able to tackle difficult projects head-on and are not deterred by challenges that may arise with funding, or resourcing issues as it relates to programming and the houseless population.
  • Time management. Public service work can have conflicting priorities which will require effective time management and ability to reprioritize priorities.

What you will typically be responsible for :

  • Strategic Planning & Policy Development. Developing goals, objectives, policies, procedures, and work standards for homelessness services.
  • Program Oversight & Evaluation. Directing, implementing, and evaluating homelessness-related programs such as rapid rehousing, emergency shelters, and transitional housing.
  • Budget & Financial Management. Preparing and overseeing division budgets, monitoring expenditures, and managing federal, state, and local funding allocations.
  • Contract & Grant Administration. Negotiating, reviewing, and administering contracts, agreements, and payment requests tied to housing and homelessness services.
  • Staff Leadership & Development. Overseeing staff hiring, supervision, performance evaluation, and training to ensure effective program delivery.
  • Interdepartmental & Interagency Collaboration. Coordinating with City departments, county agencies, nonprofit partners, and community stakeholders.
  • Community & Stakeholder Engagement. Representing the City at public meetings, engaging with community groups, and providing reports to advisory boards, tasks forces, and City Council.
  • Policy Monitoring & Advocacy. Tracking developments in homelessness and housing policy, assessing impacts, and recommending or implementing program and policy improvements.

  • Minimum Requirements for Application

    The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.

    Education : Bachelor's degree from an accredited college or university in public or business administration, human services, health services, sociology, psychology or closely related field. Master's degree in a related field is desirable.

    Experience : Five (5) years of responsible supervisory or managerial experience in human services program administration.

    Desirable Qualifications :

  • Expertise in designing and implementing innovative homelessness reduction programs.
  • In-depth knowledge of federal, state, and local funding mechanism for housing initiatives.
  • Advanced project management and contract administration skills.
  • Strong leadership in supervising diverse teams and fostering professional development.
  • Strategic planning and policy development for community services.
  • Effective stakeholder engagement, including people with lived experience and community partners.
  • Proficiency with technology and data systems for program evaluation and reporting.
  • License or Certificate / Other Requirements :

    Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

    Supplemental Information

    This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902.

    Work / Life Balance : 37.5-hour work weeks

    15 paid holidays

    Vacation : 2 weeks per year minimum with the ability to accrue more depending on public sector years of service

    Retirement : CalPERS (California Public Employees' Retirement System) with a pension formula of 2.5% @ 55 (for Classic CalPERS members) and 2% @ 62 for new CalPERS members. Classic Employees contribute 8% of pre-tax wages. The City of Oakland does not participate in Social Security

    Health : The City of Oakland pays the full cost of employee and eligible dependent coverage at the Kaiser rate. Other plans include Anthem, Blue Shield, United Health Care, and other HMO and PPO plans

    Dental : Delta Dental full premium for employees and eligible dependents

    Vision : VSP full premium for employees and eligible dependents

    Sick leave : Employees accrue 12 days per year

    Deferred Compensation : 457(b) pre-tax plan and an after-tax ROTH 401(k) plan
