WIOA Project Manager With Finance Emphasis

The WIOA Project Manager with Finance Emphasis is responsible for overseeing Workforce Innovation and Opportunity Act (WIOA) projects with a primary focus on fiscal compliance, budget management, and financial reporting. This position ensures that all programs and projects align with federal, state, and local financial regulations while meeting performance and fiscal accountability standards. The Project Manager serves as a bridge between program operations and finance, ensuring effective resource allocation, accurate documentation, and timely reporting.

Financial Management & Compliance

  • Develop, monitor, and manage project budgets in alignment with WIOA regulations and organizational guidelines.
  • Ensure compliance with federal, state, and local fiscal requirements, including cost allocation, allowable costs, and grant management standards.
  • Prepare and analyze monthly, quarterly, and annual financial reports for leadership and funding agencies.
  • Oversee expenditure tracking, budget forecasting, and financial reconciliations to ensure accuracy and transparency.
  • Support annual audits and monitor internal controls to safeguard program funds.

Project Oversight & Administration

  • Lead and coordinate WIOA-funded projects from initiation through completion, with a focus on meeting both financial and programmatic outcomes.
  • Collaborate with program staff, finance teams, and external partners to align resources and ensure deliverables are met on time and within budget.
  • Monitor project performance against established benchmarks, providing corrective action strategies when needed.
  • Ensure financial data informs program planning and decision-making.
  • Reporting & Communication

  • Submit timely financial and programmatic reports to federal, state, and local authorities as required.
  • Present budget updates and fiscal performance metrics to leadership, stakeholders, and governing boards.
  • Translate financial information into clear, actionable insights for program managers and staff.
  • Leadership & Collaboration

  • Provide training and technical assistance to staff on financial compliance, reporting, and budget management.
  • Foster cross-departmental collaboration between finance and program teams.
  • Serve as a subject matter expert on WIOA fiscal policies, grant compliance, and financial best practices.
  • Performs other related duties as assigned.
  • Knowledge of the principles and practices of governmental accounting. Knowledge of budgetary principles and practices. Knowledge of the principles and practices of public funding and finance. Knowledge of modern office methods, procedures, and equipment. Knowledge of relevant federal and state laws, local ordinances, and department policies and procedures. Skill in developing and implementing policies and procedures. Skill in problem solving and decision making. Skill in management and supervision. Skill in gathering and analyzing complex data. Skill in operating standard office equipment including computers and related software. Skill in oral and written communication.

    Bachelor's degree in finance, Accounting, Public Administration, Business Administration, or a related field (master's preferred). Minimum 35 years of experience in grant management, project management, or financial administration (WIOA or other federally funded programs strongly preferred). Strong knowledge of federal and state grant compliance requirements, cost principles (2 CFR Part 200), and workforce development funding. Proficiency in financial software, Microsoft Excel, and project management tools. Excellent analytical, organizational, and problem-solving skills. Strong written and verbal communication skills, with the ability to explain financial concepts to non-finance staff.

    The work is typically performed while sitting at a desk or table. The employee must occasionally lift light objects. Additionally, the following physical abilities are required :

  • Climbing ascending, descending ladders, stairs, ramps, requires body agility.
  • Crouching bending body forward by bending leg, spine.
  • Grasping applying pressure to object with fingers, palm.
  • Handling picking, holding, or working with whole hand.
  • Hearing 1 perceiving sounds at normal speaking levels, receive information.

  • Pulling - use upper extremities to exert force, haul or tug.
  • Pushing use upper extremities to press against objects with force, or thrust forward, downward, outward.
  • Reaching extending hands or arms in any direction.
  • Repetitive Motion substantial movements of wrists, hands, fingers.
  • Speaking expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
  • Standing for sustained periods of time.
  • Talking 1- expressing ideas by spoken word.
  • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
  • Visual Acuity 3 - determine accuracy, neatness, observe facilities / structures.
  • Walking - on foot to accomplish tasks, long distances, or site to site.
  • The work is typically office-based, with occasional travel to partner sites, meetings, and training events. The fast-paced, deadline-driven environment requires strong multitasking skills.
