HUMAN RESOURCES MANAGER (Employee & Labor Relations)
Salary : $15,686 – $19,435 per month (37.5-hr work week)

The Port of Oakland oversees the Oakland seaport, Oakland International Airport and 20 miles of waterfront. The Port's HR division provides services in employee / labor relations, workforce planning / talent acquisition, payroll, employee and retiree benefits management, equal opportunity, organizational effectiveness, workers' compensation, safety and wellness.
In this leadership opportunity, the Human Resources Manager directs and administers the human resources program for the Port of Oakland, with a concentration in employee and labor relations. The incumbent will manage activities related to negotiation of collective bargaining agreements, resolve disputes, advise management on performance management strategies and workplace investigations, and implement programs and policies in accordance with the mission, goals and objectives as articulated by the Director of Human Resources. The role also involves policy development for program planning, administration and operations of the HR Department, ensuring compliance with applicable laws and ordinances pertaining to public sector labor relations and enhancing the Port's staff assets.

The Port of Oakland requires each incumbent to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. This status must be maintained for the duration of employment at the Port.
Required Knowledge
Knowledge of the principles and practices of public sector human resources administration; Civil Service Rules, Memoranda of Understanding, and other policies and procedures governing employee affairs, and applicable state, federal and local laws, rules, regulations and court decisions.
