Emergency Manager

The Emergency Manager is an experienced professional role responsible for coordinating all activities necessary to protect City of Frederick residents and employees from natural disasters, human-caused disasters, and other emergencies that threaten the City. The Emergency Manager provides leadership, planning, education, and resources to protect lives, property, and the environment. The Emergency Manager assists in the planning, directing, and oversight of the emergency management operations for the mitigation against, preparedness for, response to, and recovery from major emergencies or disasters. The Emergency Manager will oversee the daily security operations for City buildings / facilities and is responsible for the preparation of security policies and procedures. This position requires a high level of confidentiality and discretion and the ability to work effectively both independently and as a member of a team.

The Emergency Manager provides day-to-day leadership and management of Office of Emergency Management staff. Creates, develops, and maintains the City's Emergency Operation Plan and Continuity of Operations Planning (COOP). Assists in the design, development, organization, and maintenance of an Emergency Operations Center (EOC) to respond to potential natural, technological, and intentionally caused disasters or emergencies. Serves as the City of Frederick liaison to the Frederick County Emergency Operations Center (EOC). Plans, organizes, and conducts training and exercises to evaluate the readiness and effectiveness of the City's emergency response plans and capabilities in accordance with the Homeland Security Exercise Evaluation Program (HSEEP). Creates, develops, and maintains policies written operational plans, procedures, and training reports. Attends local, state, and federal agency / organization meetings to exchange information related to emergency response planning or security operations. Coordinates activities with City departments related to emergency preparedness and response planning locally, regionally, and at the state level. Prepares comprehensive reviews of literature, statutes, rules, and / or policies and prepares administrative reports, studies, and specialized research projects. Conducts or participates in workshops, conventions, training sessions, public awareness activities and seminars. Develops, revises, and updates City Building Emergency Action Plans (BEAPs) in compliance with OSHA standards. Implements training of the building emergency action plan; identifies the training needs of staff; provides training on security and emergency procedures, and evacuations to all employees. Conducts periodic evacuation drills and maintains records. Serves as the National Incident Management System (NIMS) compliance point of contact and is responsible for maintaining NIMS compliance. Applies crime prevention through environmental design (CPTED) principles when evaluating City buildings or facilities to identify and mitigate security issues / risk. Oversees the security operations for City of Frederick buildings and facilities, to include contracted security staff. Oversees the City security camera program and is responsible for developing and maintaining the City's Security Camera Policy. Oversees the City-wide access control system. Conducts access control audits and maintains access control records. Oversees the City identification badge program and is responsible for the implementation and overall administration of this program. Leads or assists in investigations of violations to law or policy. Oversees the preparation and administration of the departmental budget. Provides technical expertise related to emergency management and security matters. Performs other duties as assigned.

Required education and / or experience : Bachelor's degree in Emergency Management, Criminal Justice, Homeland Security, or a closely related field. A combination of relevant education, experience, and / or training may be substituted to meet this requirement. Five (5) years of experience in emergency management and / or law enforcement / public safety. Required certificates and / or licenses : Completion of FEMA (Federal Emergency Management Agency) ICS-300 and ICS-400 within one (1) year of employment. Possession of FEMA Independent Study Certificates 100, 200, 700, and 800. Possession of FEMLA Professional Development Series Certificate. Required skills (Communication / Language; Mathematical; Computer; etc.) : Ability to operate various office automation equipment and programs, e.g., personal computer, Windows, and Microsoft Office Suite (MS Word, PowerPoint, Excel). Ability to manage projects and programs to include evaluating work performance, providing guidance, and monitoring subordinates performance standards in a fair and impartial manner as needed to aid, discipline, motivate, counsel, and to ensure work is being performed correctly and in a timely manner. Thorough knowledge of security and emergency management practices and principles. Ability to operate a City vehicle and obey all traffic laws and observe safety regulations. Ability to interact professionally and cooperatively, and establish and maintain effective working relationships with employees, elected and appointed officials, outside agencies, community groups, the general public, and all those encountered in the course of work. Simultaneously coordinate, prioritize, organize, and manage multiple projects in a fast-paced environment, to meet firm deadlines and to shift priorities when needs change or emergencies occur. Ability to prepare and present accurate and reliable oral and written reports, recommendations, and presentations following necessary research and analysis. Effective oral and written communication skills. Ability to work independently with minimal supervision.

Other desirables : Graduate level coursework in emergency management. Certification as an Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM) or equivalent. Possession of the Homeland Security Exercise Evaluation Program (HSEEP) certificate. The employee must occasionally lift and / or move 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Talking : The incumbent must have the ability to express or exchange ideas in the English language by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately or quickly. Hearing : The incumbent perceives the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communication, and making fine discriminations in sound.
