Introduction :

The Kapiolani Community College Vice Chancellor for Student Affairs (VCSA) serves as the Chief Student Affairs Officer for the College reports directly to the Chancellor and is a key member of the Chancellors executive leadership team. The VCSA is charged with the overall administration coordination management development excellence assessment and integrity of the Office of Student Affairs. The VCSA is the principal advisor to the Chancellor on student affairs and provides expertise in and advocacy for the best services for the students at the College. Directly supervises (or indirectly supervises with direct supervision by designated coordinators) the on-going activities of student affairs faculty and staff including but not limited to defining a vision planning organizing implementing and evaluating services to students including admissions student records financial aid registration academic advising and counseling career counseling and development services to students with disabilities special services to at-risk students and student life and student activities.

Duties and Responsibilities :

A. Leadership and Management

  • The VCSA is responsible for compliance with all applicable University regulations regarding student affairs and services and ensures implementation of applicable statutes regulations and policies.
  • Responsible for compliance with applicable federal and state requirements (such as Section 504 / ADA and FERPA) regarding student consumerism equal educational opportunity and privacy rights and assures that the staff complies with these requirements.
  • Serves as the student affairs liaison within the University community as well as with various related committees and state and federal agencies and infuses a broader perspective throughout the College in support of the Colleges and University of Hawaii systems mission and goals.
  • Establishes effective working relationships with administrators faculty staff students and leaders from the university community and private and government sectors.
  • Develops local and national networks through participation in community and national boards to enhance the Colleges vision as well as to address community trends.
  • Serves on administrative student affairs committees and represents the Colleges interests.
  • Collaborates with the Vice Chancellor for Academic Affairs in the support of student success initiatives and services including the College website and varied publications.
  • Collaborates with the Dean for Community and Continuing Education in support of workforce and professional development certification initiatives and support services including Hawaii Nutrition Education and Training (HINET) First to Work (FTW) and Workforce Investment Opportunity Act (WIOA).
  • Keeps all areas of Student Affairs informed of various initiatives and projects that may affect operations

and Program Management

  • Supervises staff who oversee or are responsible for the following areas : Administration of Banner (or student information system) and STAR (or degree audit program); Preadmission activities including outreach and recruitment programs and contact with potential students; Admission and transfer credit evaluation process; New and transfer student orientation including the First Year Experience and Returning Adult programs; Advising for new and continuing students; Financial aid program; Student life program including student recreational activities student organizations student publications and student government; overseeing facilities for student activities and organizations; The unsatisfactory academic progress process including corresponding and meeting with students on academic warning academic
  • probation academic suspension and academic dismissal status including intervention to regain satisfactory status; Counseling for students with personal problems including mental health and wellness and referral to other professionals and agencies in the UH System; Certifying for enrollment and monitoring and reporting for Veterans Administration beneficiaries; Support and services to other targeted populations such as Native Hawaiian students students with disabilities low income and first-generation in college student parents on-line learners and students seeking employment preparation assistance.

  • Provides special student services through grant-funded programs at the College.
  • Works collaboratively with the Academic Affairs Office to establish and implement articulation agreements for credit transfer to other colleges and universities and ensuring coordination of campus goals and objectives.
  • Meets with students faculty and staff to seek resolution of disputes and is designated to receive complaints under the Student Conduct Code and UH Executive Policies.
  • Reviews students requests for exceptions to policies and makes decisions in areas where authority to do so is clear.
  • Promotes the results of assessment to support continuous improvement.
  • C. Personnel

  • Creates an open organizational climate through shared governance and collegial leadership.
  • Supervises and evaluates student affairs personnel and assures that performance is at an acceptable level.
  • Provides assistance to the Chancellor in the review initiation recommendation and implementation of matters related to staffing faculty contract renewals tenure and promotion reviews post tenure reviews and merit market and equity salary adjustments.
  • Serves as manager responsible for assuring adherence to the terms of the various collective bargaining agreements as applicable to student affairs employees.
  • Plans develops encourages and facilitates faculty and staff professional development and training.
  • Encourages positive working relationships.
  • Investigates and resolves student affairs disputes and complaints involving the public faculty staff and students.
  • D. Budget Planning and Campus Operations

  • Sets program goals missions and priorities for the Colleges student affairs programs based upon program priorities identified by program review.
  • Ensures the efficient appropriate legal and ethical use of state federal and private funding.
  • Ensures that there is integration between the planning and budgeting process to optimize the use of financial resources for student affairs programs.
  • Provides direction and establishes planning parameters for the development of program plans budgets expenditures facilities and capital improvements.
  • Manages the financial resources by allocating and reallocating funds and resources (including personnel and equipment) to meet the program priorities.
  • Leads the faculty and staff in establishing program goals and then leads in reaching agreement on the means methods and resources to achieve institutional goals relating to student affairs.
  • Manages the overall development approval review and recommendation of the budgetary process within assigned units and level of authority.
  • Develops the program staffing plan and budget in alignment with the College goals and objectives.
  • Monitors the operational budgets for the assigned areas of authority to include extramural special and grant funds.
  • E. Other

  • Performs other duties as assigned by the Chancellor.
  • Minimum Qualification

  • Masters degree from an accredited college or university in Counseling & Guidance Student Personnel Administration Educational Administration or related field
  • Five years of experience in an institution of higher learning involving teaching counseling or academic support responsibilities.
  • Demonstrated leadership in student recruitment enrollment management retention and graduation and demonstrated ability to use this knowledge to make improvements to programs and services.
  • Knowledge of the relationship between the student affairs program and the missions and functions of academic programs academic support and continuing education.
  • Evidence of ability to organize activities to communicate effectively (both orally and in writing) and to inspire and mobilize others and the ability to provide leadership in student affairs program development faculty and staff development and outcomes assessment.
  • Desirable Qualification

  • Doctorate.
  • Attainment of the academic rank of C5 (professor) or have demonstrated a record of comparable professional experience prior to appointment.
  • Experience as a student affairs administrator with emphasis on personnel management and budget development / execution at a community college of comparable size (7000 students 600 employees) and complexity (liberal arts and career and technical programs) as Kapiolani Community College.
  • Knowledge of community college philosophy and of career and technical liberal arts and continuing education.
  • Knowledge of applicable federal laws including Section 504 / ADA FERPA Title IX and VAWA.
  • Knowledge of financial aid admissions testing counseling student activities and mental health and wellness.
  • Demonstrated understanding of issues related to Native Hawaiian or other indigenous local and global communities including the unique economic political business and cultural environment of Hawaii.
  • Demonstrated understanding of the Colleges five values : kupono kuleana malama kuloaa and kulia.
  • Demonstrated commitment to implementing the values of shared decision-making through participative and collegial governance.
  • Excellent record of teaching scholarship or service that demonstrates a clear commitment to student affairs.
  • Demonstrated ability to successfully mediate and / or investigate personnel and / or student conflicts concerns and complaints.
  • Experience working in a unionized environment.
  • Skills in staff and organizational development assessment program development resource development and computer usage in a postsecondary educational institution.
  • Experience in motivating people of an ethnically and culturally diverse population through positive collaborative leadership and consensus building that utilized a clear vital coherent and rational educational vision.
