Goldbelt Professional Services specializes in providing expert resources for Public Health missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Research and data driven, Goldbelt Professional Services' experts create solutions customized to the client's needs.

Summary :

We are looking for a Senior Portfolio Analyst IV.

Responsibilities

Essential Job Functions :

  • The contractor shall draft, review, staff, file, and update a variety of documents to include acquisition documentation (Acquisition Decision Memorandum, Acquisition Program Baseline, Simplified Acquisition Master Plan / Acquisition Strategy), memorandums, information and issue papers, various levels of briefings, executive summaries, milestone review packages, e-mails, and meeting minutes. When applicable, documents shall be prepared in accordance with DoD policies and procedures for the research development, test and evaluation, and procurement of material and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones.
  • The contractor shall tailor all DoDI 5000.02 documentation requirements for each applicable program and strategy, developing the documentation IAW the latest regulatory, statutory, and organizational policies.
  • The contractor shall prepare, staff, and present (when necessary) recurring (i.e., daily, monthly, annual) reports and briefings in support of milestone decisions and both internal and external program reviews.
  • The contractor shall participate actively on multiple IPTs, providing DoD acquisition subject matter expertise needed to fulfill the critical planning and execution requirements that contribute to program success.
  • The contractor shall formulate top-level acquisition strategy and program structure that addresses requirements in accordance with JCIDS, PPBE and compliant with the DoD 5000 series.
  • The contractor shall perform integrated risk assessments and risk analyses regarding cost, schedule and performance of assigned programs in accordance with the DoD Risk Management Guide.
  • The contractor shall research, interpret, analyze, advice on, assist with, and apply the rules, regulations, and procedures found in the DoD Instruction (DODI) 5000.02, other DoD acquisition policies, and Food and Drug Administration (FDA) regulations applicable to biological and chemical pharmaceutical, and medical diagnostics advanced development.
  • The contractor shall possess the expert knowledge required to integrate the JCIDS, PPBE, and Defense Acquisition System (DoDD 5000.01) processes.
  • The contractor shall serve as a liaison among members of the Chemical and Biological Defense Program (CBDP) Enterprise (i.e., JPEO-CBD; Joint Science and Technology Office (JSTO), Joint Requirements Office (JRO); and Plans, Analysis, and Integration Office (PAIO)).
  • The contractor shall ensure JPM CBRN Medical product compliance with ASA(ALT) and JPEO rules, regulations, and guidance for program reporting in the Program Management Resource Tool (PMRT) and will be required to input data into Army information systems (PDAA, MAR, DAVE, AIR, CCaR,) and ensure data is kept up to date and system timelines are met. Contractor shall also ensure compliance with any future information system requirements as directed by leadership.
  • The contractor shall advise and assist the Program Manager (PM) in all aspects of program management (e.g., analysis of contractor schedules and technical proposals, development of programmatic briefings, development of government integrated master schedules, award fee board execution, requirements traceability analysis, etc).
  • The contractor shall communicate programmatic issues, concerns, and information.
  • The contractor shall assist in the development and maintenance of document templates required for medical acquisition milestones in concert with Milestone Decision Authority and DoDI 5000.02 requirements.
  • The contractor will develop, maintain, update, and distribute / deliver educational materials and training specific to Defense Acquisition Systems, Adaptative Acquisition Framework processes.
  • The contractor shall possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.
  • The contractor shall advise and assist the Acquisition directorate and program managers with other duties as assigned as it relates to program management and DoD Acquisition.

Qualifications

Necessary Skills and Knowledge :

  • Must have strong interpersonal and communication skills, both oral and written.
  • Possess strong critical thinking, analytical, and problem-solving skills, as well as good organization skills to balance and prioritize work.
  • Minimum Qualifications :

  • Shall possess a mastery equivalent to the information in Department of Defense Instruction (DoDI) 5000.02 process for acquisition systems and operation of the Adaptive Acquisition Framework. In addition, the contractor shall possess demonstrated experience applying this process to the development of Department of Defense acquisition strategies and management of advanced development programs.
  • Minimum fifteen (15) years of experience working in a Government program management or executive office, specifically within the Defense Acquisition System and applying DoDI 5000.02 tenets in the areas of program management (e.g., acquisition documentation development, risk management, integration of DoDI 5000.02 with the PPBE system and JCIDS, etc.).
  • Must have a Secret
  • Preferred Qualifications :

  • Possess an ability to apply the DoDI 5000.02 processes to the development of medical products and systems is desired.
  • Preferred : DAWIA Level III in Program Management or Back to Basics Program Management Advanced.
  • Pay and Benefits

    The annual pay range for this position is $150,000 - $170,000.
