It is responsible for safeguarding and preserving lives and property through prevention protection and preparation as well as the care custody and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody healthcare and facility operations staff as well as probation / parole officers who supervised sentenced people in the community. Description of Work

Lead Technical Assistance Consultant will actively engage in the review and analyzing of new and existing Local Reentry Councils (LRC) address problem areas ensure the LRCs are following the states Local Reentry Council model policies and procedures. Coordinate and lead out LRC trainings and technical assistance with the Case Management Tool through Unite Us. Support Users technical needs and program engagement. Travel to LRC site locations and consult with local LRC leaders to discuss problem areas and solutions. Assist with the development of policy changes quality assurance and effectiveness strategize to help build effective partnerships for state funded Local Reentry Councils and counties interested in becoming a state affiliated Local Reentry Councils. Provide support leadership and coordination for other programs and may be required to serve on various committees or work groups within the section.

The Lead Technical Assistance Consultant will serve as the lead technical expert and field-based consultant for counties within the western region of North Carolina to actively engage with reentry stakeholders and manage the local reentry council development process across the state in providing guidance through initial stages technical assistance to those entities interested in starting a reentry council in their communities ensuring compliance with the Departments reentry model and local reentry council standard operating procedures. Lead Technical Assistance Consultant will also supervise and provide direct oversight of assigned Community Development Specialist I staff; assign tasks mentor and conduct performance reviews.

Work may involve developing relationships and coordinating activities with other agencies divisions and private organizations to implement new programs to assess effectiveness and efficiency of existing programs processes systems and to recommend improvements. Frequent communication with local leaders and community stakeholders is required. Work requires the exercise of independent judgment and initiative.

This is a Field-based position within the Division of Rehabilitation & Reentry at NCDAC. Must reside within 60 miles of Division III and / or Division IV (as defined by the NCDAC Division of Community Supervision Regional Map). Duties will require this position to travel overnight to various regional locations with state vehicle assignment.

Management Preference

About The Division of Rehabilitation and Reentry :

The Rehabilitation and Reentry Division oversees services programs and community partnerships aimed at helping individuals reintegrate into their communities following incarceration. Staff members work with people who are incarcerated probationers post-release supervisees and parolees. This division collaborates with prison and supervision staff to create individualized reentry plans coordinate services and deliver evidence-based programs to improve outcomes and reduce recidivism.

Minimum Education and Experience

Bachelors degree in sociology psychology political science business administration or related field from an appropriately accredited institution and four years of experience in social work public administration or a field directly related to the specific program assignment.
