Sewer Collection System And Water Distribution System Team Leader
Hiring range is negotiable between $59,795 and $77,722 depending on a candidate's qualifications and experience.
The purpose of this position is to work as a team leader in the installation, replacement, repair and maintenance of the City's sewer collection system and water distribution system and related appurtenances. Work involves the highly skilled operation of construction equipment, extensive knowledge of the water and sewer systems, and ability to identify and effectively repair infrastructure problems such as sewer leaks, sewer blockages, etc.
This job works under general supervision, independently developing work methods and sequences.
Essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Coordinates, supervises and participates in all operations required to maintain the Collections and Distribution System.
- Uses GIS mapping technology to locate all public utilities.
- Assigns tasks to workers in the field and inspects work in progress to ensure compliance with instructions; ensures safe work methods and adherence to safety requirements.
- Operates heavy construction equipment such as backhoes, loaders, dump trucks, Jet-Vacs, etc. in adverse locations requiring extensive situational awareness to avoid underground utilities, overhead lines, tree limbs, traffic, etc.
- Operates a specialized Jet-Vac to remove sewer blockages with automated rodding capabilities, high pressure water jet hoses and vacuum pumping apparatuses. Enters manholes to clean out obstructions, complying with confined space entry requirements. Operates a specialized valve truck to perform precise valve operation, including the opening and closing of system valves as required. Complies with confined space entry protocols and safety requirements prior to and during entry into confined spaces.
- Ensures machinery and equipment are properly maintained; coordinates scheduled maintenance and repairs accordingly to assure they remain in good working order.
- Provides recommendations on equipment and technological upgrades; oversees purchasing tools, PPE and supplies needed for daily operations.
- Compiles information for the division's budget and assists with developing a draft budget for the superintendent's review.
- Responds to customer requests, concerns and issues; assists with problem-solving and trouble-shooting; assesses issues accordingly and communicates corrective actions to the customer.
- Prepares daily logs and other records.
- Performs related work as assigned.
Knowledge, skills, and abilities :
Knowledge of the principles and practices involved in the installation, maintenance, repair and replacement of utility lines and all related structures.Knowledge of the tools, materials and equipment used in the installation, maintenance, repair and replacement of utility lines.Knowledge of the occupational hazards and safety precautions associated with working in confined spaces, near traffic and around raw sewage, as well as operating heavy construction equipment.Knowledge of related engineering specifications, AWWA requirements, and related environmental laws.Knowledge of the municipal water and sewer service policies and procedures.Skill in the operation and preventative maintenance requirements of heavy construction equipment.Ability to work independently and use sound judgment.Knowledge of effective supervisory principles and practices, including leadership, motivation, conflict resolution, performance coaching and evaluation.Knowledge of the organization's water and sewer customer policies and fees.Knowledge of the City's personnel, purchasing, and budgeting policies and procedures.Ability to operate office equipment, including computers and supporting word processing, spreadsheet and database applications.Ability to prioritize, implement and direct maintenance operations and activities.Ability to read plans, maps and drawings.Ability to establish and maintain effective working relationships with supervisors, peers and the general public.Ability to be tactful and use diplomacy in dealing with the public, especially in handling and resolving complaints.Ability to prepare and maintain a variety of records and reports.Ability to communicate clearly and concisely, both orally and in writing.Minimum education and experience requirements :
High School Graduation or GED equivalent.Five years of utility maintenance and construction including some heavy construction equipment or related experience or an equivalent combination of education, training and experience.Special certifications and licenses :
Must possess and maintain a valid state class "B" driver's license with an acceptable driving history. With the ability to obtain a class "A" within one year of hire.North Carolina certification in Water Distribution (Grade B) and Wastewater Collection (Grade III).Ability to successfully complete confined space entry training.Supervisor and / or crew leader experience.Physical demands :
