Initial Screening Criteria : Experience in procurement, contracting or accounting. Experience with local government or state business operations is preferred. Graduation from an accredited four-year college or university with major course work in business management or related field preferred. Experience in procurement or contracting and education may be substituted on a year-for-year basis.
Registrations, Licensure or Certifications : Requires Certified Texas Contract Manager (CTCM) certification within 12 months of employment.
Responsibilities
The position will be housed at Denton SSLC or Terrell State Hospital; location discussed during interview. Under the general supervision of the HSCS Regional Contract Manager, the Contract Specialist II performs complex journey-level contract services and technical assistance to administrative support departments and programs to support agency missions. The role includes collaboration with the State Office Business Management Contract Team and with legal division and procurement staff during contracting processes. It provides oversight to facility contract managers and SMEs, and involves planning, developing, and implementing contract management requirements based on state law, procurement processes, and internal policies. It ensures quality control for contract activities, payments, and contract close-out, and trains others involved in the contract lifecycle. It may participate in disaster response or COOP activation and may require alternate shift or location.
Essential Job Functions (EJFs) :
- Attend work on a regular basis and work a specific, rotating, or extended schedule as required.
- Serve as a liaison to staff, explaining program specifics and providing technical assistance on contracts, amendments, renewals, MOAs, MOUs, interagency and revenue contracts.
- Review steps for compliance with policies and procedures. Consult with legal counsel as required. Provide oversight to facility CMs / SMEs in the contracting process from initiation to close-out. Manage / draft contracts per policy.
- Perform contract management tasks including writing Statements of Work, preparing specifications for bids, and ensuring CAPPS Financials entries to start procurement; participate in evaluation teams.
- Ensure compliance with state / federal rules, agency policy, terms and conditions of contracts.
- Understand contract terms, scope, deliverables, milestones, and accountability for timely performance.
- Establish performance measures to ensure contractor accountability; maintain data in SCOR and CAPPS / SCOR sub-modules as required.
- Maintain thorough documentation in SCOR; upload executed contracts, amendments, risk assessments, evaluations, monitoring reports, and close-out documents; administer contract changes.
- Monitor contractor performance and provide reports; escalate issues to management and relevant offices as needed.
- Record deliverables status in SCOR Deliverables sub-module when applicable.
- Collaborate with managers, legal, and contract oversight on deficiencies and dispute resolution.
Knowledge, Skills and Abilities (KSAs) :
Knowledge of contracting and procurement regulations, contract development, business administration and accounting principles, and contract management policies and procedures. Ability to manage and draft contracts per policy.Knowledge of local, state, and federal procurement laws; ability to write / edit contract requirements and specifications; effective communication and negotiation.Knowledge of administration and management techniques, statistics, budgeting, training, and program management processes.Requires Certified Texas Contract Manager (CTCM) certification and CEUs to maintain certification.Skill in identifying performance measures and operating computers / software.Ability to gather, analyze, interpret policies and procedures, prepare reports, communicate effectively, and train others.Additional Information
