Regular Schedule : 34 hours per week

A Non-Merit vacancy exists in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Essential Duties

Under general supervision, plans, coordinates, and supervises the enforcement of HUD's Housing Quality Standards (HQS) and / or National Standards for the Physical Inspection of Real Estate (NSPIRE), for families participating in Baltimore County's Housing Choice Voucher (HCV) Program. Inspects the construction, repair, and alteration of buildings, and structures and inspects buildings, structures, and grounds to ensure compliance with building, electrical, plumbing, and livability codes, zoning laws, and other laws, codes, and regulations pertaining to the health, safety, and appearance of the community.

  • Coordinates the day-to-day activities of the Housing Choice Voucher (HCV) Program housing inspections operations.
  • Oversees and maintains the control system for the assigned Inspection caseloads to ensure that inspections are performed, and follow-up activity is completed on a timely basis.
  • Supervises all initial, biennial, and complaint inspections.
  • Assigns and reviews work of Rental Subsidy Program Inspectors.
  • Reviews inspection and generates reports.
  • Provides advice and consultation to owners and managers of units subsidized by the HCV Program.
  • Consults with owners and managers to resolve violations.
  • Serves as point of contact and responds to all inquiries related to inspections performed for applicants, program participants, and property owners.
  • Makes field inspections to conduct quality control inspections.
  • Supervises the issuance of letters failing units, abating payments and terminating contracts.
  • Testifies at hearings and various court proceedings when required.
  • Coordinates and directs the preparation of inspection activities reports.
  • Keeps agency management informed of the progress of cases.
  • Mediates complaints and Dwelling Lease violations regarding HQS unit inspection items between tenant and landlord / owner.
  • Provides accurate information to tenant and landlord / owner questions, disputes and program rights and responsibilities with promptness, accuracy and efficiency, forward copies of follow up actions and written correspondences to appropriate management and department staff.
  • Complies with Section Eight Management Assessment Program (SEMAP) regarding Housing Quality Standards (HQS), occupancy and other related BCOH procedures, policies and regulations.
  • Compiles data for reports required of the Housing Choice Voucher Program to submit for all inspection indicators.
  • Investigates complaints of program abuse, document and take appropriate action in notifying department and management staff for resolution, per Housing Authority, HUD, Local, State, and Federal procedures, policies and regulations with promptness, accuracy and efficiency,
  • Forwards copies of follow up actions and written correspondences to appropriate management and department staff.
  • Operates an agency vehicle and obtains and maintains a current Driver's License and evidence of a good driving record for pre and continued employment is required for the position.
  • Maintains records of inspection activities.
  • Prepares reports.

    Bachelor\'s degree in architecture, business administration, civil or mechanical engineering, or a related field

    Four years\' experience in HQS (or similar) inspections, two years of which were in a supervisory capacity.

    (Additional experience may be substituted on a year-for-year basis for the required education. Education beyond a bachelor\'s degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.)

    Knowledge, Skills, and Abilities (Entry Level)

  • Thorough knowledge of all aspects of HUD's Housing Quality Standards.
  • Skill in inspecting rental units to comply with HQS.
  • Skill in interpreting and enforcing regulations.
  • Skill in supervision of staff to conduct HQS.
  • Ability to administer all aspects of the HCV inspection regulations.
  • Thorough knowledge of the principles and practices of building, electrical, plumbing, zoning, and livability inspection.
  • Thorough knowledge of building, electrical, plumbing, livability, and zoning codes and standards.
  • Thorough knowledge of building, electrical, and plumbing construction materials and standards. Skill in conducting building, electrical, plumbing, livability, and zoning code inspections.
  • Skill in inspecting buildings, structures, and grounds.
  • Skill in interpreting and enforcing building codes, electrical codes, plumbing codes, zoning laws, livability codes, and regulations.
  • Skill in interpreting maps, blueprints, and construction drawings.
  • Licenses and Certificates : Possession of a valid driver\'s license equivalent to a noncommercial, class C Maryland driver\'s license is required at the time of appointment.

    Some positions may require registration as a Journeyman or Master Plumber in Baltimore County.

    Some positions may require registration as a Master General Electrician in Baltimore County or possession of a Statewide Master Electrician License.

    Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant\'s major field of study. Copies and unofficial transcripts are acceptable.

    Examination Procedure

    Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

    Duties are performed in an indoor and outdoor environment while sitting at a desk and performing physical activity for the position requiring the ability to go in and out of all types of residential units, buildings and facilities (i.e., hallways, stairs, elevators, etc.). Use of a computer system and computer equipment, hand-held industry standard device and use and operation of general office equipment ability to operate a company vehicle is mandatory for the performance of the job duties.

    Physical and Environmental Conditions

    The work of this classification entails walking, standing, climbing, stooping, and lifting and carrying objects of moderate weight. Duties also entail frequent travel between inspection sites and exposure to adverse weather conditions.

    Medical Examination and Employment Background Investigation

    Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
