Primary Objective of Position

Working under the general guidance and direction of the Senior Engineering Technician, this position will assist in the application of principles, methods, and techniques of civil engineering technology. This position will perform support engineering work including construction inspection and materials testing, land surveying, plan review, and public service duties related to public works. This position will also perform routine and entry-level technical engineering work to support the construction of sewer, stormwater, street, and water systems, and other public works projects and programs. This position may also assist with snow plowing and general maintenance of public streets, parks, right-of-way, sewer and water systems, parking lots, and other municipal facilities and equipment.

Minimum Qualifications

  • High school diploma or GED equivalent
  • Valid Minnesota driver's license with a good driving record
  • Completion of two (2) years of college level coursework in civil engineering technology, surveying, or a related field
  • Two (2) years of municipal public works or civil construction experience may be substituted for each year of education
  • Must have, or have the ability to acquire within one (1) year of hire, a State of Minnesota construction inspection certification for bituminous street and plant, concrete field, grading and base, and stormwater management

Desired Qualifications :

  • Vocational / technical college degree in civil engineering technology
  • Two (2) years of experience in construction inspection and survey work
  • Thorough knowledge of the principles and practices of municipal engineering
  • Work experience in a municipal government setting
  • Trained or experienced in CAD and GIS software
  • Valid Minnesota commercial driver's license (Class A or B) with both air brake and tanker endorsements
  • Essential Job Functions

  • Acquire and maintain State of Minnesota construction inspection certifications for bituminous street and plant, concrete field, grading and base, and stormwater management
  • Inspect construction of sewer, stormwater, street, water, and other public works improvements
  • Coordinate construction materials testing and analysis with consultants and immediately report any failed test results to the Senior Engineering Technician
  • Perform routine observations of construction sites to determine conformance to plans and specifications, and report observations to others as needed
  • Assist with land surveying operations
  • Assist with design and cost computations for public works projects
  • Provide information and mapping support to internal and external customers
  • Review plans and specifications for conformance with City design standards
  • Prepare reports detailing field tests conducted and results
  • Prepare and maintain accurate field notes to document quantities, alignment, grade, and locations according to project plans to support monthly and final progress estimates
  • Assist in the maintenance of sewer, stormwater, street, and water systems maps and databases
  • Assist in the maintenance of engineering and infrastructure records, including preparation and drafting of as-built plans for sewer, stormwater, street, and water systems
  • Assist with implementation and administration of the City's pavement management program as needed
  • Respond to public service requests and complaints in a timely and professional manner
  • Perform other duties as assigned by the Senior Engineering Technician, the Assistant City Engineer, the City Engineer, or their designees

  • Ability to maintain State of Minnesota construction inspection certifications for bituminous street and plant, concrete field, grading and base, and stormwater management
  • Ability to communicate effectively in English both verbally and in writing
  • Ability to develop and maintain effective working relationships with staff, supervisors, contractors, developers, and the general public
  • Knowledge and skill in the use of civil engineering principles, practices, and methods as applicable to a municipal setting
  • Knowledge, experience, and ability to use computers and standard software packages including Microsoft Office and engineering-specific applications
  • Ability to work in a variety of weather conditions
  • Ability to work independently with minimal supervision

    Health Insurance

    The City of Ramsey offers health insurance through HealthPartners to all regular, full-time employees. Coverage is available in four tiers : Single, Employee + Child(ren), Employee + Spouse, and Family. Employees may also choose to waive coverage.

  • The City covers most single tier plans in full
  • Higher-tier plans are typically covered at approximately 80%
  • Coverage begins on the first of the month following the date of hire

    Dental coverage is available to all regular, full-time employees. The City pays 100% of the single-tier plan.

    Life Insurance

    All full-time employees are automatically enrolled in the City's basic life insurance plan, which provides $20,000 in term coverage at no cost to the employee. Employees may purchase supplemental life insurance up to $500,000. Coverage above $150,000 is subject to underwriting.

    Optional Life Insurance (Employee-Paid) :

  • Employee : Available in $5,000 increments; minimum $5,000, maximum $500,000. Guaranteed issue up to $150,000.
  • Spouse : Available in $5,000 increments; minimum $5,000, maximum $250,000. Guaranteed issue up to $75,000.
