We are seeking an experienced and driven transportation design professional to lead and grow a high-performing team based in Raleigh, North Carolina . This leadership role will focus on managing transportation design operations, delivering high-quality roadway construction plans, and expanding our presence throughout North Carolina and the Mid-Atlantic region. A Professional Engineer (PE) license and direct experience working with the North Carolina Department of Transportation (NCDOT) are required.

This position is ideal for a seasoned leader or a highly motivated professional ready to take the next step in their career. You will work closely with internal design managers, DOT stakeholders, and regional leadership to ensure technical excellence and successful project delivery. Key Responsibilities

Project Delivery & Operations Management

  • Oversee transportation design projects generating over $10 million in annual revenue.
  • Serve as Project Manager on strategic assignments and act as a primary client liaison.
  • Provide technical guidance and mentorship to project teams.
  • Drive team performance, manage project staffing, and ensure adherence to schedules and budgets.
  • Monitor quality assurance / quality control (QA / QC) practices and conduct compliance reviews.
  • Support contract negotiations with clients and subconsultants.
  • Track project financials, billing, and accounts receivable to ensure targets are met.

Staff Leadership & Administration

  • Forecast staffing needs and lead recruitment efforts.
  • Guide performance evaluations, career planning, and professional development for team members.
  • Recommend salary actions and support staff growth aligned with business goals.
  • Foster a collaborative and accountable team culture.
  • Client Development & Growth

  • Develop and expand relationships with key transportation clients across North Carolina and the Mid-Atlantic region.
  • Support strategic pursuits and teaming efforts.
  • Represent the team at industry events, professional associations, and conferences.
  • Lead proposal development and participate in the capture process for new opportunities.
  • Promote the organization's capabilities to current and prospective clients.
  • Qualifications

  • B.S. or M.S. in Civil Engineering with a concentration in transportation.
  • Active PE license in North Carolina (required); licenses in VA or surrounding states preferred.
  • Minimum 15 years of transportation engineering experience , with a focus on roadway / highway design.
  • At least 10 years of experience managing projects and leading teams .
  • Deep familiarity with NCDOT standards, procedures, and client expectations.
  • Strong network of industry contacts in the transportation sector.
  • Proven leadership, financial management, and client-facing communication skills.
  • Ability to manage teams, deliver high-quality results, and support strategic business growth.

    Salary Range : $180-200K / year DOE
