Definition

The City of Puyallup is accepting applications for an Engineering Technician IV for the Capital Improvement Program (CIP) division of the Public Works Department. The priority application date for this posting is November 21st with interviews anticipated the week of December 9th.

Note : This position is anticipated to start January 2, 2026.

This is highly advanced technical field and / or office engineering related work on public works projects. Field duties are performed as a chief construction inspector. Office duties include file and documentation management. The successful candidate will perform a wide range of very complex engineering task and is expected to independently solve problems in the field or office. Work is primarily conducted in in the field under a variety of weather conditions but can include work conducted in an office.

Essential Functions

Inspection Section :

  • Performs highly complex inspections on every phase and facet of public works construction;
  • Prepares project status reports (grant or loan documentation);
  • Responsible to assure all city codes and standards are being met on every project being inspected;
  • Advises property owners and contractors of code violations;
  • Provides construction documentation of daily contractor activities and prepares field note records of quantities of improvements installed; and
  • Reviews and recommends action on submittals, RFI's and change orders to the project engineer.

Qualifications

Knowledge of :

  • Extensive knowledge in the use of computers and all other engineering related instruments as required by the division;
  • Extensive knowledge of design, construction, and maintenance methods required of work performed by contractors in all types of public works and utility projects;
  • Extensive familiarity with engineering terms, concepts, and procedures;
  • Extensive familiarity of land use and zoning terms and concepts; and
  • Extensive knowledge of city, state, and other codes relating to construction and development.
  • Ability to :

  • Perform work out-of-doors in all weather conditions;
  • Meet project schedules and budget goals;
  • Manage contractors and construction related activities;
  • Fully understand and execute written and oral instructions;
  • Communicate effectively both orally and in writing;
  • Plan and organize work to meet required deadlines with a minimum amount of supervision;
  • Read, interpret, and fully understand plot plans, plats, site maps, legal descriptions, and topographical maps; and
  • Establish and maintain an effective working relationship with co-workers and the public.
  • Safely drive vehicles to work sites and / or meetings.
  • Maintain regular, reliable and punctual attendance.
  • Education and Experience

    Graduation from high school or GED equivalent and six years experience utilizing the skills leading to and / or required for this position, which demonstrates the ability to perform the work; or an Associates Degree in Civil Engineering Technology and four years experience in a related technical field, or a Bachelor of Science Degree in Civil Engineering, or equivalent, and two years experience in a technical field.

    Special Qualifications :

    Possession of or the ability to obtain, valid Washington State drivers license, as required by the position. Technical certification or license may be required for some positions. Engineer-In-Training Certificate is desirable.

    Physical Characteristics and Work Environment

    Constant Demands : Seeing. Frequent Demands : Sitting, talking, hearing. Occasional Demands : Standing, walking, driving, lifting average of 10 pounds, maximum of 45 pounds., climbing stairs and ladders, working at heights / balancing, bending and twisting at the waist, crouching, kneeling, squatting, crawling, repetitive arm and hand motion, handling and grasping. Environmental Factors : Low noise level, 20% of time spent outdoors, below normal temperatures in the winter months. This position is at potential risk of exposure to bloodborne pathogens.

    SELECTION PROCESS
