Site Program Manager - Edwards
The Site Program Manager (PM) has overall responsibility for cost, schedule and technical performance of the KC-46 operation located at Edwards AFB and ensuring that contractual requirements and program objectives are met.
Essential Responsibilities :
- Fully coordinate and collaborate on all tasks, activities, requirements, and issues as they pertain to the support of the customer.
- Identify issues and adapt program plans according to the customer's feedback on the program cost, performance, quality, schedule, and risk.
- Develop plans and schedules and define and document the implementation of requirements.
- Use established program management procedures to monitor cost, schedule, and performance : assess variances of the plan and take necessary corrective action.
- Identify potential downstream issues that may negatively affect meeting customers' requirements and provide recommendations to mitigate those negative impacts
- Manage the customers' expectations with proactive, consistent, and transparent communication.
- Reviewing business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
- Overseeing the monitoring and inspection of maintenance, repair, and service operations for quality control and contract compliance.
- The Site PM shall have full authority to act on behalf of the Contractor and execute unilateral decision-making on all contract matters relating to the daily operation of this contract.
- Interfacing with the CO, COTR, and Government leadership.
- Overseeing the execution of the contract Transition Plan.
- Perform all other position related duties as assigned
Minimum Position Knowledge, Skills, and Abilities Required :
Minimum of twenty (20) years of diverse management experience including experience in aviation systems. Education will be considered in lieu of experience.Bachelor's degree or equivalent combination of academic / technical / military training and experience. PreferredExperience in Flight test, evaluation and integration activitiesPossess excellent communication, analytical, project management and supervisory skills. Desktop computer skills are essential with proficiency in full range of Microsoft Office products and should be capable of preparing management level reports and presentations.Possess a valid state issued driver's license.Must be able to obtain and maintain U.S. Secret clearance. NOTE : U.S. citizenship is required for facility credentials / authorization at this work site.Work Environment, Physical Demands, and Mental Demands : Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech / hearing abilities for communication and constant mental alertness. Must possess planning / organizing skills and must be able to work under deadlines.
