Medi-Cal Program Compliance Manager

VOALA provides a variety of social services to Los Angeles area communities such as Head Start programs, Upward Bound college prep programs, veterans' services, homeless shelters, low-income housing program as well as drug and alcohol rehabilitation.
PAY RATE : $76,281.92 - $80,296.76 Per Year BENEFITS : VOALA offers competitive medical, dental, vision and retirement benefits.
Job Summary And Purpose
The Medi-Cal Program Compliance Manager will visit sites and problem solve with current MC program managers - be available to cover in case of program leader absence (scheduled and unplanned) and train Program Leadership and staff.
Duties And Responsibilities
- Program Development : Assists Program Leadership Develop and manage program budget, program development, performance goals, and service delivery for programs at various shelter and other programs in accordance with stated grant requirements
- Supervision Of Program As Required :
Supervising the facility operations
Leading the staff to assure the safety of the premises and program participantsCoordinate day-to-day operations of staff, overseeing intake, creation of service plans for clientsEnsure all services to clients are properly recorded : every client intake along with the subsequent case management documentation in both a hard (paper) and soft (electronic health record (EHR)) file formatTraining : Train, coach, and manage the program teams on program requirements, tools, and methods to meet those requirementsEffectively communicate project expectation to team members and management in a timely and clear fashion
Plan, conduct and record required in-service trainingDelegate tasks and responsibilities to appropriate personnelAssist Multiple Programs : Train multiple teams of staff engaged in various programsTraining staff on documentation, providing PM training and assistance as well as providing in service trainings to staff
Researching and obtaining resources for clients including vocational and recovery housing opportunitiesCommunications And CollaborationKeep Director informed of progress towards achieving Grant goals; Communicate with funder on an ongoing basis
Collaborate with community partners for services and housing opportunities to program participantsCollaborate with other VOALA programs and community partners and represent the interests of the agency, the program and its participants in all networking and public relations opportunitiesPlan and participate in community outreach efforts to gain and maintain community support for shelterEssential Duties
Program And Budget Development :Assist Program Leadership Develop program policies, procedure plans, and associated communications documents
Develop best practices and tools for project execution and managementAt-Large Assistance :Fills in as needed for program leadership
On-call to assist crisis managementWorkforce Management : Train and coach program teams on program requirements, tools, and methods to meet those requirements.Multiple Service Modes : Train multiple teams of staff performing service functions.Coordination Of Services : Collaborates with other service providers to link various programs to community resources and supportive services.Coordination Within VOALA : Collaborate with other VOALA programs and community partners and representing the interests of the agency, the program and its participants in all networking and public relations opportunities.Change Leadership : Identifies better, faster, more efficient ways to achieve the mission of multiple VOALA and SCADP programsCommunity Outreach.Coaches and mentors junior staff.Other duties as required and is subject to change at any time.Qualifications
Requirements :
Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verificationsEducation :
Bachelor's degree in Social Work (or related discipline) or a combination of relevant education and experience (4 years).AOD Level I Certification - Certified and in good standing as an Alcohol and Other Drug Counselor by an approved accrediting organization (CCAPP, CADTP or CADEE) (315 hours coursework + 2040-3000 hours supervised on the job training).
Experience :
5 years of experience in Social Services Program Management, Coordination or SupervisionMinimum of 3 years of direct experience in Staff Management Experience in Homeless Services, Department of Mental Health and / or Substance Use Disorder (DMC) ProgramsBudget Management / Oversight ExperienceExperience managing programs with over 10 staff, serving clients with multiple modalitiesPreferred Qualifications :
Master of Social Work or discipline related to Program servicesHistory of working with multiple community partners, existing relationships a major plus.Experience connecting clients to community and government resources.Experience serving the target community (victims of Domestic Violence)Bilingual in English and Spanish.Well informed of organizational priorities and procedures.Knowledge about community resourcesKnowledge of Housing First Model and Harm Reduction ModelExperience with HMIS and other relevant databases used by partner service providersVolunteers of America is an Equal Opportunity employer.
