Vice President of Residential Programs – Heartshare

Overview

The VP of Residential Services is a highly organized, self‑starter who manages programs across Brooklyn, Queens & Staten Island. The role requires strong online application skills (Microsoft Office including SharePoint, Power BI, One Drive, Excel, PayCom, Precision Care) and the ability to learn other data management systems. The VP analyzes and produces charts, grids and reports to evaluate and communicate program and personal performance, often working on multiple projects and committees while performing core job tasks.

Reporting Structure

Reporting to the Chief Program Officer, the Vice President of Residential Programs supervises the Director of Programs (DOP), Residential Coordinators, Managers, Clinical and Direct Care Staff.

Leadership

Develop, monitor program budgets (Staffing & OTPS) ensuring compliance with budget plans.

Review service utilization data to maximize billing.

Assist in development and execution of division meetings and trainings.

Develop strategies to ensure programmatic compliance with all pertinent federal, state and city regulations.

Participate in policy development and strategic planning meetings, working with DOPs, Coordinators and Managers to implement agency initiatives.

Arrange weekly meetings with support department staff (fiscal, HR, Training, etc.) to address issues and needs for assigned programs.

Training & Feedback

Develop new leaders by teaching and modeling professional practices.

Provide emerging leaders training on agency and regulator policies & procedures.

Conduct announced and unannounced program observations, providing feedback to DSP, clinical, management and administrative staff.

Provide 1 : 1 development and supervision meetings. Complete initial and annual evaluations for supervisees.

Operations

Ensure adherence by program staff to HeartShare’s policies and procedures.

Ensure assigned programs meet all regulatory and agency policies, procedures and best practices.

Assist staff in developing corrective action plans (POCAs) in response to internal QA audits and external OPWDD surveys, ensuring completion within timeframes.

Ensure clinical, staff and medical meetings occur as prescribed by agency standards.

Review agency reports and dashboards to determine program & staff functioning and trends, implementing corrective actions.

Review findings of investigations, meet with staff to resolve issues and ensure follow‑up for SRC recommendations.

Ensure all program vacancies are filled expeditiously.

Maintain resident allowance within agency specified limits.

Ensure facilities are properly maintained, clean and free from hazardous conditions.

Meet with parents and stakeholders as needed.

Align personal and assigned program staff efforts to support job tasks as outlined in the Management & Administrators Job Tasks document.

Fiscal Responsibilities

Monitor program spending (staffing, food, supplies, etc.).

Monitor overtime, person allowance and other program system reports, identify trends and implement corrections.

Ensure program staff comply with agency policy, procedures around life / staff action plans, billing submissions, data collection exceptions (DCE), etc.

Ensure petty cash & invoice submission expectations are met.

Other Duties and Responsibilities

Attend operations meetings with VPs / DOPs / clinical staff monthly and as needed.

Ensure program evaluation deadlines are met and meet agency standards.

Assist with staffing issues, providing guidance and disciplinary actions as needed.

Attend weekly HR meetings to present staffing issues, ensuring progressive disciplinary actions are documented in PayCom.

Hold cluster meetings to inform and educate management & administrative staff.

Provide coverage plans or direct supervision of programs in the absence of DOPs.

Promote DSP and Frontline Supervisor Core Competencies.

Represent HeartShare and its administration internally and externally, promoting the mission, vision, values and goals.

Complete payroll for assigned staff.

Qualifications

Minimum of a BA in human services or related field; Master’s degree preferred.

Strong analytical and problem‑solving skills with ability to create reports and read charts.

Excellent communication and interpersonal skills.

Attention to detail and ability to maintain accurate records.

Proficiency in electronic data management systems.

Must use online apps and programs such as Microsoft Office (SharePoint, Power BI, One Drive, Excel), PayCom, Precision Care.

Able to work on multiple projects and committees while performing core job tasks.
