This role will oversee clinical quality, program development, and operational excellence , ensuring our Respiratory Therapists deliver consistent, high-impact care supported by our proprietary sensing technology and AI-augmented model.

Position Overview
The Manager, Clinical Services & Operations is responsible for overseeing the quality, fidelity, and day-to-day operations of our Respiratory Care programs. This role blends clinical leadership with operational excellence, ensuring that care teams deliver exceptional outcomes while scaling efficiently across multiple partners and geographies.
This leader will develop processes, manage respiratory therapists and health coaches, and collaborate across clinical, technology, and product teams to ensure our respiratory programs remain best-in-class. The ideal candidate is both clinically grounded and operationally rigorous, with a passion for expanding access to high-quality respiratory care.
Key Responsibilities
Clinical Leadership & Quality
Lead clinical program development, including care pathways, assessment workflows, documentation standards, and escalation protocols.Ensure the delivery of high-quality, evidence-based care aligned with HCO's clinical model, payer expectations, and state regulations.Monitor clinical outcomes and quality metrics; implement performance improvement strategies.Conduct case reviews, clinical audits, and QA / QI activities to ensure fidelity and consistency.Support integration of proprietary sensing technology into clinical workflows to enhance personalization and early intervention.Team Management
Recruit, manage, and mentor a team of respiratory therapists and health coaches.Provide coaching, weekly check-ins, and clinical guidance to ensure excellent member experience and strong outcomes.Foster a culture of compassion, accountability, and continuous improvement.Program Operations & Scaling
Oversee operational processes, capacity planning, and resource allocation.Ensure seamless onboarding of new payer programs and deployments in schools, community settings, and home environments.Identify workflow gaps and partner with cross-functional teams to streamline, automate, and optimize.Collaborate with data and product teams to create actionable reporting for internal and external stakeholders.Compliance & Documentation
Ensure compliance with state licensure requirements, payer guidelines, and all internal policies.Maintain documentation standards and support therapists in accurate, timely record-keeping.Help prepare materials for audits, payer reporting, and clinical validation.Cross-Functional Collaboration
Work with technology teams to incorporate user feedback and improve our respiratory platform.Contribute clinical insight to product development, AI training, and workflow enhancements.Partner with leadership to support value-based care arrangements and outcomes-based contracts.Qualifications
RRT or CRT strongly preferred; other clinical backgrounds considered with deep respiratory experience.5–7+ years of experience in clinical operations, respiratory care management, care delivery leadership, or population health.Experience working with Medicaid populations or other underserved communities highly preferred.Demonstrated success managing and developing clinicians in remote, hybrid, or distributed care models.Strong analytical and process-building skills with the ability to optimize clinical workflows.Excellent communication skills and comfort working cross-functionally.Mission-aligned, empathetic, and energized by building solutions for people who need them most.Location
Preference for Rochester, NY - based-candidates, but will consider remote for the right candidate. Some travel may be required for team meetings or partner onboarding.
