Our requirements for this role is very specific due to the strict contractual obligations we must meet. Candidates should have a minimum of 10 years of continuous experience in Civil Construction and Water / Wastewater Treatment facility projects. In addition, we look for strong tenure, with at least 2–3 years spent in each position held.
Another requirement is eligibility to obtain a CDL, which includes maintaining a clean Motor Vehicle Record (MVR).
Civil Earthwork Construction Manager
Reports to : President / Operations Manager
Classification : Exempt
Direct Reports : Superintendents, Foremen, Equipment Operators
Position Summary :
The Civil Earthwork Manager is responsible for leading all aspects of earthwork operations within the company's construction projects. This field-based leadership role oversees the planning, execution, and performance of activities such as excavation, grading, utility installation, and site development. The position manages crews, equipment, and production to ensure work is completed safely, efficiently, and in alignment with project goals and schedules.
This role plays a central part in supporting and mentoring foremen and field teams, coordinating with project managers and engineers, and maintaining strong relationships with clients and agency partners. It requires a deep understanding of heavy civil construction, strong leadership in the field, and a focus on high-quality execution.
The Civil Earthwork Manager also contributes to the development of internal processes, promotes continuous improvement, and helps cultivate a culture of accountability, team development, and craftsmanship within the earthwork division.
Required Qualifications :
- 10+ years of heavy civil construction experience with a focus on excavation, grading, and utility piping.
- Proven ability to lead field crews and manage civil scopes such as earthwork, storm drain, water, and sewer systems.
- Strong planning, coordination, and leadership skills in field operations.
- Demonstrated experience overseeing foremen, operators, subcontractors, and vendors.
- Familiarity with estimating, bidding, and job cost tracking.
- Proficient with layout, scheduling, and field execution of site development scopes.
- Intermediate computer skills, including :
- Microsoft Outlook and Excel
- Google Suite
- HCSS, Bid2Win, Procore (or similar field / project management platforms)
- Bluebeam and GPS-based layout systems
Preferred Skills :

Field Operations Leadership (30%)
Direct and supervise field operations for earthwork and utility installations.Coordinate crews, equipment, and materials to meet production goals.Drive field performance through planning, communication, and daily oversight.Ensure compliance with safety, environmental, and quality standards.Client Relations and Business Development (20%)
Build and maintain strong relationships with owners, developers, engineers, and municipalities to position the company for future work.Identify upcoming project opportunities through market awareness and networking.Represent the company at pre-bid meetings, industry events, and local association gatherings.Stay engaged with clients during and after project completion to support repeat business.Collaborate with estimating and executive leadership to pursue strategic projects aligned with company goals.Project Planning and Execution (20%)
Collaborate with estimating and project management on schedule, logistics, and means and methods.Participate in preconstruction, bid reviews, and job start-up processes.Support layout, GPS coordination, and field documentation.Help resolve field conflicts and adapt plans in real-time to meet job requirements.Client Relations and Business Development (15%)
Represent the company with owners, engineers, inspectors, and stakeholders.Support project walkthroughs, schedule reviews, and job updates.Identify and pursue future project opportunities in collaboration with company leadership.Build strong relationships that lead to repeat work.Team Development and Support (15%)
Mentor and support superintendents, foremen, operators, and labor crews.Promote a culture of ownership, accountability, and high standards.Assist with training, development, and performance feedback.Ensure consistency in crew leadership and resource planning.Administrative and Strategic Support (5%)
Monitor fuel, labor, equipment usage, and production reports.Track performance KPIs and support continuous improvement.Participate in company-wide initiatives to improve systems and execution.Performance Metrics :
