Pay Range : $65,148 - $113,988 annually at the C01.2 level $78,144 - $136,656 annually at the C01.3 level

This is the lowest to highest salary range in good faith we believe would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs. This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

Job Description

We have an opening for a Strategic Partnership Projects (SPP) Specialist C01.2 / C01.3 to work in a dynamic and fast paced environment. You will be responsible for supporting efforts in the preparation, review, validation, and approval of SPP proposals, contracts, and funding actions. Job scope will include independently managing sponsor proposals and funding agreements; contract negotiations, submissions and execution; and performing budgetary analyses within a wide diversity of tasks. This position is in the Budget / Strategic Partnership Projects (SPP) Division of the Office of the Chief Financial Officer (OCFO) Organization.

You will :

• Represent the Laboratory as the business and financial point of contact in the preparation, review, validation and approval of Strategic Partnership Projects (SPP) work proposals.
• Provide consultation to Laboratory program / resource personnel and a wide variety of external sponsors in the development and selection of the appropriate contract and / or agreement instrument. Includes the negotiation of applicable financial terms and conditions ensuring that all DOE / NNSA and LLNL requirements, policies, and procedures are adhered to.
• Administer and execute moderate to complex contracts and agreements with Laboratory SPP sponsors from award through close-out. Related activities include processing amendments and change orders, assisting with invoice schedules for payment, facilitating close-outs.
• Provide expertise, guidance, and counsel to external sponsors as well as Laboratory and OCFO personnel to ensure the execution of requested scope.
• Gather, clarify, and analyze financial information including funding, costing, and workforce data. Provide analyses and relevant information to ensure resolution of customer and / or sponsor issues.
• Establish, maintain, and provide accurate, detailed financial data, records, and reports for the Laboratory and external entities including DOE / NNSA, SPP sponsors, and audit agencies.
• Participate in cross-functional teams identifying and implementing and making recommendations to new / revised business process changes and requirements.
• Perform other duties as assigned.

Security Clearance : This position requires a Department of Energy (DOE) Q-level clearance.
