Procurement Lead
We're seeking a Procurement Lead to support a major rail transit infrastructure program in the San Francisco Bay Area. This is a highly visible position within an integrated project delivery team and requires active, on-site engagement throughout the life of the program.
This role will guide the collaborative development of procurement packages, partnering with engineering, construction, and operations teams to align technical, safety, and regulatory requirements. This position is responsible for procurement planning, solicitation development, evaluation, and award across multiple Progressive Design-Build (PDB) and Construction Manager / General Contractor (CMGC) packages. Success in this role requires strong coordination, attention to detail, and the ability to manage complex stakeholder input while maintaining transparency, fairness, and full compliance with public procurement standards.
This is a long-term, full-time, on-site position located in San Francisco, CA.
Responsibilities
- Lead planning and execution of procurement activities for major PDB and CMGC packages from concept through award.
- Collaborate with design, construction, and operations teams in the cooperative development of technical scopes and procurement documentation to ensure alignment with project goals.
- Prepare RFQs, RFPs, evaluation criteria, and selection documentation consistent with federal, state, and local procurement requirements.
- Coordinate pre-proposal communications, industry outreach, and structured feedback sessions with prospective contractors.
- Support proposal evaluations, scoring, and award recommendations.
- Work closely with legal, engineering, and program management partners to ensure document consistency and compliance.
- Track procurement schedules, identify potential risks, and coordinate timely issue resolution.
- Support transition from procurement to implementation handoff to ensure continuity of scope and expectations.

Bachelor's degree in engineering, construction management, business administration, or related field, or equivalent combination of education and experience.15+ years of progressively responsible experience in construction procurement and management for large heavy civil infrastructure programs.Background supporting public-sector transit or rail projects, including federally funded procurements.Proven experience managing Progressive Design-Build, Design-Build, or CMGC procurement processes.Strong understanding of commuter rail transit operator requirements, including safety requirements and Federal Railroad Administration and Federal Transit Administration regulatory requirements.Experience with industry standard procurement, project, and construction management software (e.g., Kahua, Primavera P6, InEight, e-Builder, Procore, Costpoint, etc.).Proficiency with Microsoft Office Suite / Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).Preferred Qualifications
Master's degree in engineering, construction management, or business administration.NIGP-CPP (Certified Procurement Professional), CPPO (Certified Public Procurement Officer), CPCM / CFCM (Certified Professional Contract Manager / Certified Federal Contract Manager), Professional (PMP) certification or Professional Engineer (PE) license.Experience with electrified commuter rail systems, including operations, maintenance, and asset lifecycle planning.Familiarity with overhead catenary systems, traction power, and operations and maintenance coordination.Understanding of California public procurement standards and procedures.Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.Compensation Details
The salary range listed for this role is $250k-$290k / year ($120-$140 / hour). The final salary offered will be based on multiple factors and thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications / licenses that have been obtained, geographic location, etc.
