Job descriptionNew employees of the Department of Military Affairs will be required to pass a pre-employment drug screening. New employees of the Department of Military Affairs are required to participate in a direct deposit / electronic transfer program. The Department of Military Affairs is paid on a monthly basis. As a candidate, you may be required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, etc.) to verify meeting these minimum qualifications. A High School Diploma AND Six (6) years of professional experience in Homeland Security, Emergency Management and Public Safety work emphasizing information technology and disaster preparedness or a related field Education may substitute for experience on a year-for-year basis. Responsible for the coordination, training, and execution of the Current Operations Cell which includes the Joint Force Headquarters, FL, Joint Operations Center (JFHQ-FL JOC) and accomplishment of the four (4) core competencies : Mission / Task assignment tracking, Information / Knowledge Management, Situational Awareness, and Historical Documentation. Provides situational and operational updates to JOC branch chiefs, Deputy J3 and J3 Director of Military Support (DOMS). Maintain familiarity with and responsible for updating the Florida National Guard (FLNG) Joint Operations Plan (JOPLAN), Joint Operations Center Standard Operation Procedures (JOCSOP), Adaptive Battle Staff (ABS) Standard Operating Procedures (SOP), Comprehensive Emergency Management Plan (CEMP) and National Guard Coordination Center (NGCC) SOPs. Responsible for ensuring these documents are relevant and updated as needed. Maintain the Common Operating Picture (COP), monitor and maintain unit situational reports (SITREPS), Logistics Status Reports (LOGSTATS), Personnel Status Reports (PERSTATs), Serious Incident Reports (SIRs), Spot Reports (SPOTREPs), etc. Oversee informational systems such as : WebEOC, Homeland Security Information Network (HSIN), All Partners Access Network (APAN), and Geospatial Environment for Command-and-Control Operations (GEC20), Guard Knowledge Online (GKO), SharePoint, Defense Collaboration Service (DCS), group shares, etc., ensuring compliance, reducing complexity, improving understanding of usability and functionality. Act as the gatekeeper for the Serious Incident Reporting (SIR) process that satisfies National Guard Bureau's and The Adjutant General's (TAGs) Commander Critical Information Requirements (CCIRs), facilitating timely and accurate notification of FLNG's senior leadership of triggering events requiring senior leader action. Insures 100% compliance with established policy and procedures. Assist in the publication of Operations Orders (OPORD), Warning Orders (WARNORD), and Operations Plans (OPLAN); contribute to, and support the COP, JOC, SOP, JOCSOP, Checklists, Continuity books and other State EOC publications; elevate the staffing level of the JOC during training, exercises, and incidents; share information with and provide support as needed to other states. Develops and maintains the Information Knowledge Management sphere for the Joint Operations Center (JOC) to include the directorate's web presence on SharePoint and Microsoft Teams, to include all aspects of categorization, documentation, and historical archival of all directorate publications, briefings, and documents using a web-based shared folder architecture. This includes access control, read / write permissions of end users, and related roles associated with maintaining a soft-copy archive of information in accordance with established DoD / NGB / State of Florida policies, procedures, and administrative guidance. Maintain the JOC Operational Mailbox; draft and disseminate Daily SITREPs / OPSUMs to NGB, Commands, and supporting units, to include management of the operational archives. Advisor to the J33 and Deputy Director J2 / J3 DOMS on National Guard Civil Support (NGCS) matters pertaining to operational profiles and their mission sets, while augmenting situational awareness, planning, and coordination for such activities as requested by the Florida National Guard leadership. Maintain familiarity with the structures of the FLNG DMA, Joint Force Headquarters, Florida Department of Emergency Management (DEM), the NGB Joint Staff Organizational Structure, the Florida's State's Emergency Management System, and the Emergency Support Functions. Maintain responsive short-notice products and complete tasks across a wide range of topics that impact the Florida National Guard. Support the preparation of Geospatial Information System (GIS) products. Coordinate operational issues with key leaders and agencies within the State of Florida, United States government agencies, including the Department of Defense (DOD), the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), and United States Northern Command (USNORTHCOM). Maintain knowledge and ability to review strategic National level planning level documents to include Strategic Policy that impacts the FLNG planning efforts and support to the state. Maintain the Joint Operations Center (JOC) as a facility and systems manager, to include maintaining its operational readiness (fit-to-fight), computer systems update and configuration, CRESTRON Video Display System, and J3 Conference Room, and coordinate facility repairs through the armory manager; forecast equipment life cycle replacement and provide recommendation to the J33 Current Operations Officer / JOC Chief, Assistant Director (XO), Deputy J3, and the J3 Director. Knowledge to plan, schedule, conduct, and facilitate projects and studies Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and / or organizational productivity Subject Matter Expert of continuous improvement principles and procedures, strategic planning principles and procedures and problem solving techniques Subject Matter Expert of military doctrine in Defense Support to Civil Authorities Knowledge of military staffs and special staffs Knowledge of federal and state government and interagency relationships Knowledge of operational security requirements Knowledge of state and federal guidelines in utilization of the FLNG Expertise in Windows based computerized systems, web technologies, and Microsoft Office applications. Ability to exercise initiative and judgement when required and in particular handling confidential and sensitive matters appropriately Oversee the Joint Operation Center (JOC) Watch Officer maintaining situational awareness and determining JOC operational readiness Ability to compile, organize and analyze data; utilize problem-solving techniques; understand and apply applicable rules, regulations, policies, and procedures; develop reports; manage program activities Ability to use logic, analytical approaches and problem-solving techniques to identify strengths and weaknesses of different programs and approaches; weigh relative costs and benefits of potential actions in multi-faceted complex circumstances Ability to make timely and accurate decisions that potentially affect the State of Florida as a whole under stressful and emergency situations without an abundance of information and at times based solely on experience and knowledge from past events and training Ability to communicate effectively, both orally and in writing. Strong presentation, training, and customer service skills. Talent to prioritize workload and establish and maintain effective working relationships with others.
