Building Inspector
This will be a temporary full-time position with a maximum assignment length of six months. Under general supervision, receives, investigates, and documents complaints regarding health, safety, abandoned vehicles, building, and municipal code violations. This position conducts field inspections of buildings, structures, and installations in various stages of construction, alteration, and repair to ensure compliance with City and State codes. The role also enforces building, plumbing, electrical, occupancy, zoning, and other municipal ordinances, and performs related duties as required.
Examples of duties include reviewing building plans for compliance with codes, ordinances, and regulations, providing guidance to permit applicants on code compliance methods, conducting on-site inspections and issuing certificates of occupancy, investigating complaints and building violations, issuing correction notices, stop-work orders, and citations; performing general code enforcement activities, providing guidance to property owners, contractors, and designers on code compliance, maintaining accurate records and preparing clear written reports; performing administrative tasks such as data entry and report preparation, researching and staying current on building codes, regulations, and industry standards; and performing related work as required.
Typical Qualifications
Knowledge of operations, services, and activities of a building inspection and code enforcement program; City, State, and federal building, plumbing, mechanical, electrical, zoning, and fire codes; standard construction methods, materials, and industry standards; safety procedures, occupational hazards, and modern office methods; and record keeping, report preparation, and customer service principles.
Ability to inspect buildings and structures for code compliance; interpret and explain codes, ordinances, and regulations to the public and contractors; develop methods to rectify violations; communicate clearly, both orally and in writing; establish and maintain cooperative working relationships; maintain accurate records and prepare reports; operate vehicles safely and follow legal and defensive driving practices; and establish and maintain cooperative working relationships with staff, contractors, and the public.
Experience / Education / Training : Any combination of education, experience, and training which demonstrates the knowledge, skills, and abilities to perform the duties of the position and to learn skills normally acquired on the job is qualifying. A typical entrance background is : Any combination equivalent to completion of the twelfth grade (G.E.D. equivalent), supplemented by specialized training in building trades, public education, hazardous materials or other related field.
Licenses / Certificates : Possession of a valid Class C California Motor Vehicle Operator's License. Possession of an appropriate, valid I.C.C. Certified Building Inspector certification but is not required in this temporary position.
Physical demands / working conditions : Ability to stand, walk, climb ladders, and traverse construction sites; ability to lift / move up to 50 pounds occasionally; hand dexterity for keyboarding, operating tools, and measuring equipment; visual and auditory ability to perform inspections and communicate effectively. Employees partially work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees partially work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and / or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies, procedures, and codes.
