We are hiring a Roving Program Support Officer (RPSO) / Apprentice Instructor based in North Wilkesboro, North Carolina. The Roving Program Support Officer (RPSO) serves to backfill or offer surge support for field positions such as Program Development Officer, Grants Management, Program Manager, or Senior Program Manager. The incumbent will provide consultation in processes related to program and grant proposals to include writing, editing and the compilation of lessons learned. In the process of coordination, the RPSO collaborates with and assembles the contributions of field office staff such as Monitoring and Evaluation staff, Program Managers (PMs), Finance Manager (FM), Technical Advisors (TAs), and Regional Program Development Officer (RPDO). The RPSO supports the work of Disaster Assistance Response and Incident Management Teams as required, to include deployment to disaster settings. The RPSO contributes to and participates in the global efforts of the Program Management Team by advising field offices and building the capacity of field staff.
In addition to providing roving support, the RPSO is responsible for managing all program management and development training related to the Samaritans Purse Apprenticeship Program (AP). This includes maintaining and updating training curricula, collaborating closely with the AP team, and delivering in-person classroom instruction for several months each spring in Wilkesboro, NC. The RPSO will work in partnership with the AP team, the Procurement Operations Support Team (POST), and the Finance Department at Headquarters to ensure that every apprentice is thoroughly trained and fully prepared to assume program-specific roles in the field prior to deployment. When not traveling, overseeing this training program remains a primary responsibility of the RPSO.

In the role of Roving Program Support Officer , you will have the opportunity to :
- Maintain your personal relationship with Jesus Christ and be an effective witness for Him.
- Develop concept papers and prepare project proposals for Samaritans Purse and donor organizations using current Samaritans Purse program models and best practices.
- Review and provide feedback on project proposals and reports to ensure strong project design, monitoring and evaluation (M&E), and reporting across Samaritans Purse programming.
- Ensure that all proposals follow timetables that allow for the input / review within the IHQ review process of grant submissions.
- Identify and analyze notices of funding opportunity (NOFOs) / requests for applications (RFAs) to determine alignment with Samaritans Purse areas of focus and expertise.
- Have a working knowledge of external funder regulations, such as UNHCR, WFP, DOS / PRM, and other government & non-government agencies.
- Ensure that program planning aligns with relevant international and internal standards.
- Provide technical assistance in various capacities throughout the project cycle design, implementation, monitoring, and closeout process.
- As needed, support program implementation related to the following : assessments, baselines, M&E systems, budget reviews, lesson learning, data verification, reporting, and closeout.
- Develop and deliver training (both field-based and webinar-based), resources, and tools on program management topics, in order to build field office capacity.
- Mentor and build capacity of field staff in general program development and management skills.
- Assist field offices with representation of Samaritans Purse and networking with other organizations, such as UN Cluster meetings.
- Mentor and professionally support all programs apprentices both while at Headquarters, and once deployed to field offices.

Qualifications & Experience :
Bachelor's degree (BA) from four-year College or university and a minimum of two (2) to five (5) years related experience and / or training; or equivalent combination of education and experience. Twelve credit hours of college-level Biblical studies strongly preferred.Must have experience in either grant writing OR program managementExperience working for humanitarian organizations, including international NGOs preferredField-level grant-writing experience with major donors (governments and UN agencies)Working knowledge of the grant submission processes and donor requirements of major donors such as the UN, FCDO, and DOS / PRM, etc.Ability to coordinate both financial and programmatic functions of grant managementTechnical writing skills required, including developing proposals, training / instruction manuals, and reportsField experience in the implementation of relief and development programmingExcellent communication skills, written and oral proficiency in EnglishStrong skills in analytical and strategic thinkingAbility to develop and carry out work plans and solve problems independentlyAbility to work in an international and multicultural environment, including disaster situationsExcellent knowledge of computer applications, in particular proficiency required in MS Word, MS Excel, and Power Point.Job Location : North Wilkesboro, NC

Travel Requirement : (30-day increments) to Samaritans Purse international field offices to develop, coordinate, and assemble project proposals or assist with program design, planning, management, and implementation.
