Protection Level 4 Resource Protection And Crime Prevention / Suppression Program Manager
The primary purpose of this position is to manage and perform Protection Level 4 (PL4) resource protection and crime prevention / suppression program functions for the installation. Responsibilities include performing, planning, organizing, and directing the activities of the 673 SFS S5, ensuring that the Resource Protection Office complies with legal and regulatory requirements and meets customer needs. Exercises personnel management responsibilities. Represents 673 SFS S5 with a variety of installation and functional area organizations. Formulates local directives and coordinates PL-4 resource protection and crime prevention / suppression matters within the security forces squadron.
Requirements include meeting specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Applicants must have at least one year of specialized experience at the next lower grade GS-09 (or higher) or equivalent in other pay systems. Examples of specialized experience include knowledge of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government / military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and expertise in information, personnel, and industrial security to effectively implement and administer applicable security programs and / or coordinate with other specialized security programs.
Qualifications may also be met through education, such as a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of experience and education may also be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Knowledge, skills, and abilities required include knowledge of security concepts, principles, practices, and standards relating to the protection of resources and crime prevention and suppression; knowledge of safety and security regulations, practices, and procedures; ability to plan, organize, and direct the functions and staff of a small to medium sized organization; and ability to communicate effectively, both orally and in writing.
