General Statement or Primary Purpose
Under limited supervision, performs specialized technical work in the evaluation of technology requirements of and development of secure computer solutions for County departments and agencies. Reviews, evaluates, designs, implements and maintains organizational security practices, policies and training to protect County technology and data assets from security breaches and cyberattacks. Provides security focused leadership and best practices; establishes education and compliance programs; assesses security threats in relation to vulnerabilities; and develops incident response and mitigation plans. Coordinates managed security services and administers security patch and risk mitigation program. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan, accomplish goals and establish standards / policies. A wide degree of creativity and latitude is expected. Employee is also responsible for assisting in the resolution of computer problems. Reports to the Deputy CIO - Technical Operations and Security.
Duties and Responsibilities or Knowledge, Skills, Abilities
Provide expert guidance to staff pertaining to the enforcement of information / cyber security infrastructure policies.
Perform highly responsible technical assistance and analysis for upper-level management in the Management Information Systems Department.
Set County-wide policies for information technology security, complete security assessments and risk analyses, develop and implement security programs and risk mitigation plans, monitor and audit compliance.
Implement policies and programs that will preserve the County's integrity and its ability to provide services, protect information, and assure public access to County service and information.
Provide guidance and advocacy regarding the selection and prioritization of infrastructure and other investments that impact information technology security.
Provide information technology security direction and oversight for all IT related systems and Projects from acquisition through implementation.
Identify critical IT security needs.
Assists department heads with resource planning, prioritize and budget for security related items on IT and non-IT projects.
Facilitates the development of subordinate plans for providing adequate IT security for networks, facilities and systems or groups of information systems.
Understand all aspects of the County's networks, operating systems, hardware and software platforms, and protocols as they relate to information security.
Maintain understanding of relevant policies such as; Health Insurance Portability Accountability Act (HIPAA), Gramm-Leach-Bliley Act, Criminal Justice Information Services (CJIS) Security Policy, Payment Card Industry Data Security Standard (PCI DSS), and State and Federal document retention.
Maintain awareness of potential cyber threats to the systems; provide timely reports to management that allow quick response as required to mitigate the threats.
Install, configure, and maintain information security equipment including firewalls, intrusion protection systems, routers, switches and other miscellaneous security appliances at the County.
Monitor and audit security equipment logs.
Coordinate and participate in security audits, vulnerability assessments, network scans, and penetration tests.
Work with other departments to coordinate information technology security activities and create a broad-based IT security conscious culture within the organization.
Work with staff in conducting cyber security investigations following the compromise of critical systems.
Preserve forensic evidence collected during information or cyber security investigations to prevent loss of evidentiary value.
Continue to develop skill and knowledge in the area of information systems security. Conduct routine hardware and software audits to ensure information and cyber security compliance with established standards, policies, procedures, and requirements.
Compile and analyze data and make recommendations on the formation of IT policies, procedures, and organizational services.
Responsible for the local operation and maintenance of security tools & processes, and adherence to policies that defend, detect, and respond to threats.
Collaborates with county departments to assess business requirements and develop strategies for securing of County information assets and processes, as well as, working with departments to develop continuity of operations in the absence of computer systems.
Analyze and prepare statistical and security reports, prepare special reports relating the progress of specified security activities.
Employee subject to provide on-call support as required.
Provides consultation on complex projects and is considered to be the top-level contributor / specialist.
Ensure that external and internal regulations and policies governing data management are met including regulations concerning security, auditing and privacy.
Interface with vendors to recommend required hardware / software and negotiate costs.
ADDITIONAL JOB FUNCTIONS
Installs, demonstrates and troubleshoots operational problems of hardware and software.
Performs other related work as required.
Minimum Education and Experience
A Bachelor's Degree in information technology, computer sciences or related field and 5 years directly related experience or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Preferred Qualifications Experience acting in a security role with the technical knowledge in regard to network security, end-user device security, data center security, server OS and database security; and application security. At least one IT Security related industry certification such as CompTIA Security+, CISSP, Global Information Assurance Certification (GIAC) and / or CEH.
