Job description

Job Title : IT Subject Matter Expert / CIO

Location : 50% travel / 50% remote

Duration : 6+ Months Contract

  • travel included in Michigan - visit sites (50% travel / 50% remote)
  • Full-time (40 hours / week) during assessment phase (first 23 months).
  • Reduced engagement (2530 hours / week) during implementation phase (46 months).
  • Hybrid / remote flexibility, with on-site visits across hospital locations in Michigan

Our client is seeking an experienced IT Subject Matter Expert (SME) to lead the assessment and standardization of IT applications, systems, and practices across a network of 12 hospitals and a corporate office. Over the years, these hospitals have operated with high autonomy, resulting in a fragmented technology landscape with non-standardized applications, shadow IT resources, and disparate contracts.

This role will play a critical part in evaluating the current environment, developing a rationalization strategy, and guiding the enterprise through standardization and governance initiatives. The consultant will be expected to deliver a comprehensive assessment, roadmap, and actionable workplan to enable our client to transition from a loosely held holding-company model to a coordinated, enterprise-driven IT organization.

Responsibilities :

  • Conduct a comprehensive assessment of IT applications, equipment, contracts, and shadow IT resources across 12 hospitals and corporate offices.
  • Create an enterprise-wide application inventory, evaluating utilization, performance, and alignment with business needs.
  • Develop and recommend strategies for application rationalization, identifying opportunities to consolidate, standardize, and reduce redundancy.
  • Review and assess vendor contracts, terms, and conditions, recommending cost-saving and efficiency opportunities.
  • Analyze and document the impact of shadow employees and decentralized IT staffing models, providing recommendations for alignment.
  • Deliver a detailed roadmap and workplan (guidebook) that outlines the future state, governance model, and steps required for implementation.
  • Partner with hospital IT leaders and corporate stakeholders to ensure collaboration, buy-in, and alignment across the organization.
  • Provide thought leadership, challenge assumptions, and offer best-practice guidance in healthcare IT rationalization.
  • Support initial stages of implementation (46 months), ensuring the roadmap is actionable and measurable.
  • Report findings, recommendations, and progress updates to executive leadership.
  • Qualifications & Skills :

  • Former healthcare system CIO or senior IT executive experience strongly preferred.
  • Proven success in leading application rationalization and IT standardization projects across complex, decentralized organizations.
  • Substantial project management background, including scoping, planning, and executing multi-site initiatives.
  • Deep knowledge of healthcare IT applications and systems, vendor contracts, and IT governance practices.
  • Exceptional consulting, communication, and stakeholder engagement skills, with the ability to challenge and influence senior leaders.
  • Strong analytical ability to create inventories, assess performance, and identify rationalization opportunities.
  • Ability to produce clear, actionable roadmaps, workplans, and executive-level reports.
