Deputy Chief Deputy Director Administration
Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities; assists in developing departmental direction, priorities, goals and objectives to meet County and departmental needs; develops staff organization to effectively carry out departmental operations and to be responsive to both management and employee needs and concerns; assists with the administrative oversight for departmental activities and functions; responsible for day-to-day supervision of division managers and coordinates the department's work production; and advises and assists in developing the departmental direction, priorities, goals and objectives to meet County, departmental and state human service's needs.

Minimum Qualifications
Requires a bachelor's degree in Fire Science Administration, Public Administration, Emergency Management Administration, Business Management, organizational leadership or a related field, and 5 to 7 years of progressively responsible career experience in fire and rescue operations, emergency management and disaster preparedness, including at least 3 years in a supervisory or management role (with a minimum of 2 years at the level of career battalion chief or higher), or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities.
Assists with managing and preparing the department's budgets, grants, and finances by overseeing EMS billing and resolving issues.
Works directly with the Department of Human Resources management on various employee relations / issues to ensure a cohesive department.
Develop and manage departmental policies and procedures through effective supervision of Support Services and Professional Standards.
Monitors and manages the department's records to include department fire incident reporting, various data programs, and ISO Public Protection Classification (PPC) rating.
Manages department facilities, including fleet operations, department technology resources, communications resources and department logistics.
Drives Virginia Department of Health Office of EMS permitted vehicles, fire apparatus, other emergency apparatus, and county vehicles. May provide pre-hospital emergency medical care at the basic and advanced life support level appropriate for the level of certification and consistent with department procedures, regional treatment protocols, and standard of care.
Supplemental Information
Executive Fire Officer (EFO) certification preferred.
Center for Public Safety Excellence Chief Fire Officer and Chief EMS Officer Designation, or the ability to obtain within 1 year from hire.
National Board of Fire Service Professional Qualifications / Virginia Department of Fire Programs Fire Officer IV Certification within 1 year from hire.
A valid driver's license with an acceptable driving record.
Requires a comprehensive background investigation that includes a local, state, and federal criminal history check, as well as a sex offender registry check.
Requires satisfactory results from a medical and psychological evaluation and pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing.
Must reside in York County or willing to relocate to York County to ensure availability for response as needed.
May serve as duty chief for the department as needed.
Must have Independent Study (IS) 100, 200, 700, 800, ICS 300, and 400 certifications or equivalent.
Minimum certification as a Virginia Emergency Medical Technician or Nationally Registered Emergency Medical Technician.
This position is considered to be essential (County designation as ALPHA). In the event of an emergency / inclement weather conditions, the incumbent is expected to remain at the worksite or to report to worksite in accordance with the department's standard operating procedures, or as notified by a supervisor.
Physical Demands
Must be physically able to operate a variety of office equipment, including computers, typewriters, calculators, copiers, facsimile machines, telephones, and any other equipment necessary for emergency management. Must be able to exert up to 20 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift and carry objects. Physical requirements of the job are those rated for sedentary work.
