Northrop Grumman Mission Systems (NGMS) Cyber & Cryptographic Solutions Operating Unit has an immediate opening for a Manager, Programs 2. This role will be located onsite in Roy, UT. This position plays a critical role in driving program and portfolio execution in Cyber & Cryptographic Solutions OU.

What You'll Get To Do :

  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
  • Leadership of employees including mentoring, problem solving for all employees and functions reporting to the program directly (Engineers, support staff, contractors).
  • Measuring and reporting program performance.
  • Delivering presentations to customers, executive management and other program stakeholders.
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Establishing design concepts, criteria, and engineering efforts for product, development, integration and test.
  • Creation, review and finalization of the program Statement of Work.
  • Identification, distribution, tracking, and completion of program requirements.
  • Establishment and management of the program and subordinate baselines.
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
  • Identifying, allocating and managing program resources, including workforce planning.
  • Managing Government / customer supplied property or information (GFE, CFE, etc.).
  • Managing suppliers to meet program objectives.
  • Adherence to all internal processes, policies, and applicable industry standards.
  • Ensuring program team understands and adheres to contract scope and manages change through control board activities.
  • Development and adherence to master plans and schedules.
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
  • Develop new business strategy and tactics to produce capture products such as competitive assessments, teaming strategies, and prices-to-win analysis results applied to improve competitive posture.
  • Maintain relationships with internal stakeholders and functional organizations involved in program capture and execution.
  • Develop and maintain strong relationships with teaming partners and industry associations to help drive partnerships.
  • Coordinate and collaborate with line of business management, strategy, business and finance, contracts and global supply chain, technology and engineering offices and functions.
  • Meeting all security, organizational conflict of interest, export control, protection of proprietary information, and risk and opportunity management processes, as appropriate.
  • Excellent communication skills and ability to effectively interact with the customer, program management, business unit and supply base executives and functional management.
  • Lead with thought leadership emphasis in the development and execution of franchise and individual program strategies.

This position will require up to 25% travel.

Basic Qualifications :

  • Bachelor's + 8 years of exp; Master's + 6 years of exp; PhD + 4 years of experience with U.S. Government contracts and customers.
  • Demonstrated program management leadership experience.
  • Demonstrated people leadership skills and the ability to lead effectively in a diverse team environment to achieve key milestones.
  • Demonstrated ability to provide independent critical assessments, that ultimately result in better outcomes for the enterprise.
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager - earned value management.
  • Experience building strong customer relationships.
  • US citizenship required.
  • A current / active DoD Top Secret Clearance is required with the ability to obtain and maintain Special Program Access.
  • Preferred Qualifications :

  • Technical and / or Leadership / Management-focused master's degree.
  • 10 years of industry experience in capture leadership, business development, and / or program management.
  • Experience with Cost Account Management (CAM).
  • International capture and proposal experience (FMS / DCS).
  • Government proposal experience.
  • Experience w / Agile for Business tools such as Jira (Kanban) and Confluence.

Primary Level Salary Range : $135,100.00 - $202,700.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and / or personal business.
