Training Director
Under general direction, this position is responsible for planning, developing, implementing, and evaluating comprehensive staff development, training, and performance management programs. The role ensures that departmental training initiatives align with organizational goals, enhances employee effectiveness, supports leadership development, and promotes a culture of continuous learning and professional growth.
Essential Duties :
- Assesses training needs by interviewing management staff, conducting needs analyses, and observing employees to determine programs that meet departmental objectives.
- Coordinates training offered by other city departments, local colleges, and vendors to supplement departmental programs.
- Identifies and procures vendors, consultants, professional associations, and / or speakers to develop and deliver specialized training programs and presentations.
- Develops curriculum, content outlines, materials, and presentations for a wide variety of training programs, including supervisory and leadership development courses.
- Designs and implements methods to educate staff, enhance performance, and evaluate training effectiveness.
- Interviews and selects outside trainers, consultants, and educators to provide specialized or technical instruction.
- Supervises staff engaged in preparing and disseminating informational materials, coordinating training sessions, and delivering staff development programs.
- Develops and conducts new employee orientation programs.
- Evaluates training effectiveness through pre- and post-tests, participant feedback, manager interviews, and statistical tracking to ensure training goals are achieved.
- Prepares reports on training programs to measure cost-effectiveness and document services and outcomes.
- Administers the Performance Management System.
- Assists managers in developing and implementing performance improvement plans to address employee performance issues and support professional growth.
- Administers the department's professional development policy, the City's tuition reimbursement program, and the Leadership / Fellowship program.
- Develops and implements succession planning strategies to identify, prepare, and support employees for key leadership and critical positions within the department and the organization.
- Manages the department's training budget, establishes priorities, and approves expenditures.

Qualifications :
Minimum Qualifications :
Seven (7) years of work experience in the design and implementation of employee training programs,Graduation from an accredited college with an Associate's degree, plus five (5) years of work experience in the design and implementation of employee training programs,Graduation from an accredited college or university with a Bachelor's degree, plus three (3) years of work experience in the design and implementation of employee training programs,Graduation from an accredited college or university with a Master's degree or higher, plus two (2) years of work experience in the design and implementation of employee training programs.Selection Requirements :
This position requires applicants to complete an interview which will include a skills assessment and / or written exercise as part of the interview.
