V2X is seeking a mid-level Subcontracts Manager to support the assigned business unit. This individual will manage a mid-size team of subcontractors in the United States and / or internationally. This individual will collaborate closely with program managers and will be directly accountable for ensuring the programs' subcontract needs are met. This individual will also be responsible for the development, coordination, and execution of all program labor strategies, budgeting and forecasting, subcontract objectives, and enterprise objectives. This individual will also be responsible for supporting major business development efforts - from establishing agreements with key suppliers to creating optimal subcontract strategies. The individual should be a strong leader with demonstrated project management skills, a self-starter capable of developing and achieving organizational and program objectives, an excellent communicator to ensure programs are adequately supported from a subcontractor perspective, and be able to successfully interface with all levels of internal management. Compliance is paramount to this role. This individual will ensure subcontract compliance with proper regulatory guidelines (FAR, DFAR, and any other regulatory requirements specific to the contract) and V2X corporate procurement system policies and procedures. Complex problem-solving, exercising ethical judgement within broadly defined practices and policies, making sound subcontract decisions, and protecting the legal / financial interests of V2X during discussions and interactions with customers and suppliers will be expected.

Key responsibilities include :

• Managing / administering subcontract agreements for DoD and non-DoD.
• Administering in a paralegal manner on all interpretations of subcontracts and amendments, teaming agreements, consultant agreements, and any other subcontract legal documents.
• Managing / administering execution of consultant agreements, nondisclosure agreements, and teaming agreements.
• Planning, organizing, and managing multi-functional "best value" source selections.
• Reviewing and interpreting subcontracts specifications, requirements, and terms and conditions for incorporation into proposal submittal to customers.
• Supporting proposal writing initiatives through obtaining and reformatting supplier proposal input.
• Supporting the issuance of RFPs to prospective subcontractors and vendors, and providing expertise to service selection activities.
• Responsible for providing input to negotiation and execution of teaming agreements with potential subcontractors.
• Monitoring subcontract performance to ensure that all contract terms and conditions are met. Assisting in managing the Subcontractor Past Performance Evaluation Report System.
• Assisting Program Managers or Capture / Proposal Managers in the business management of subcontracts and leads the development of subcontract proposals in support of V2X's business capture department.
• Providing pre- and post-award administration of a variety of contracts, including CPAF, FP, FPAF, T&M, etc.
• Assisting in directing coordination with other departments on matters related to subcontracting; preparing responses as necessary to customer correspondence and other requests.
• Assisting in ensuring that subcontract proposal plans and approaches of the administrative and cost volume of a proposal meet the subcontractual requirements of the RFP, Federal Acquisition Regulations, and Cost Accounting Standards.
• Developing cost or price analysis, subcontracting plan, as necessary, for inclusion in proposals.
• Leading negotiations with subcontractors; documenting reviews of subcontracts; making recommendations to management to execute subcontract documents; obtaining necessary consent and subsequently issuing subcontract.
• Establishing subcontractor budgets, authorizing funding, reviewing and approving invoices for payment, and reporting subcontract status to the Project Manager.
• Assisting in communicating subcontracting policies / standards to subcontract administrators operating / performing administration on projects / programs in systems.
• Monitoring the performance of suppliers.
• Tracking data to keep informed on price trends and market dynamics.
• Negotiating with suppliers and analyzing suppliers' operations to determine factors that affect prices and to determine the lowest cost consistent with quality, reliability, and ability to meet required schedules.
• Reviewing proposals, negotiating prices, selecting or recommending suppliers, analyzing trends, and maintaining necessary records.
• Preparing Request for Proposals (RFP), Request for Quotes (RFQ), and bid packages.
• Maintaining the highest ethical personal and professional standards.
• Other projects and initiatives as assigned.

The successful candidate's starting pay will be based on, but not limited to, their job-related skills, experience, qualifications, work location, and market conditions. The following salary range is intended to display the value of the company's base pay compensation and may be modified at the discretion of the company. USD $130,000 - $155,000. Provided salary range minimum and maximum values correspond to variances between regional / geographic locations across the United States. Please speak with a recruiter for additional information.
