Turnaround Manager
The Turnaround Manager is responsible for the planning, coordination, and execution of plant turnarounds (TARs) and major outages in a chemical manufacturing facility. This role ensures safety, schedule, cost, and quality objectives are met, while minimizing production downtime and ensuring regulatory compliance.

Key Responsibilities
Planning Phase
Lead all phases of turnaround events, including scope development, budgeting, scheduling, execution, and post-event review.Develop and maintain detailed turnaround plans using project management tools (e.g., Primavera P6, MS Project).Approve all work notifications for inclusion in the turnaround work scope. Eliminate redundant work notifications.Act as a focal point to identify work scope for all mechanical, instrument, electrical and machinery work.Ensure all work scope development related responsibilities are assigned to selected individuals.Define all critical / risk work that has the potential to negatively impact the turnaround performance.Provide input in the turnaround job plan to ensure all the turnaround functions are included.Assist planners in reviewing and interpreting work orders and job packages associated with turnarounds to clarify the scope of work, identify potential hazards, and review the logic and timing for input in the turnaround plans.Participate in the contractor selection process.Participate in integrated planning efforts that coordinate with other departments e.g., operations, procurement, safety etc.Review turnaround schedule plans with the unit staff and Processors to get their input and buy-in of the planning process.Develop cost estimates and manage turnaround budgets, tracking variances and controlling costs.Integrate shutdown and start-up sequence into schedule.Develop buy-in from Operations and Turnaround group regarding the LOTO and blind list plan.Lead risk assessments and contingency planning.Track KPIs and lessons learned to continuously improve future events.Report turnaround progress to plant leadership (TAR Steering Team).Execution Phase
Act as focal point for turnaround activity to ensure effective communications and cooperation between Ascend personnel and contractors.Review the turnaround work packages with the field foremen before executing the work.Inform the planners of any expanded work that is to be added to the turnaround plans.Facilitate the timely issuance of safety permits in coordination with the Operations and Safety Departments.Conduct job completion inspections with other Operations personnel, plant inspectors, and other individuals as required prior to the start-up of plant facilities.Facilitate conflict resolution and decision making through involvement of the appropriate people.Meet daily with turnaround team to review total turnaround progress.Monitor effective and optimum utilization of company and contractor resources.Readily available to assist in resolving concerns / problems to minimize or eliminate negative impacts.Coordinate with Operations team to verify that work is being performed in accordance with the shift schedules and assigned manpower.Coordinate with Operations team to verify that all contractor work is performed in accordance with the terms and conditions of the contract.Ensure all discovery work and work scope growth get proper review and approvals prior to inclusion in the overall turnaround work scope.Obtain engineering clarifications / changes / approvals and work with engineering to sign off MOC when necessary.Assist contractor supervision as it relates to standard procedures, work sequence, equipment locations etc.Review daily work schedules to be aware of upcoming work and to resolve any potential problems / conflicts.Communicate anticipated inspection activities with appropriate personnel to avoid unnecessary confusion and delays.Post Turnaround Phase
Participate in the post-turnaround evaluation meeting.Participate in discussion to explain all major turnaround variances.Ensure all post turnaround activities are scheduled with a completion date and monitoring responsibilities are delegated.Team

Minimum 7 years of experience in maintenance, project management, or turnaround leadership in a chemical or industrial facility.Required Skills
Technical Skills :
