GENERAL PURPOSE
Performs professional level work in the field of current and / or advance planning; to provide information and assistance to developers and the public on planning related matters. Provides technical and responsible support to the Planning Manager, Planning Director and Director of Community Development.
SUPERVISION RECEIVED
Works under the direction of the Planning Manager.
ESSENTIAL FUNCTIONS OF A PLANNER II
- Prepares reports, projects, and meeting agenda items for the Planning Commission. Attends public hearings; provides recommendations to the Planning Commission and the City Council on planning matters; confers with the City officials and the public on City planning matters.
- Accepts applications and reviews plans submitted to the Planning Commission; provides advice regarding completeness and accuracy; develops and presents recommendations on approval, denial, or modification of applications.
- Provides information and insight to the public regarding the preparation and filing of applications for zoning change, building permits, conditional use permits, subdivision applications and other requests for service.
- Explains and provides insight into the planning and zoning regulations to the public at the counter, via email, and by telephone.
- Meets with applicants and public to assist in application submittals.
- Researches, prepares and posts legal notices for the City website and newspaper as required by City ordinance and LUDMA (Land Use Development Management Act).
- Takes part in and leads the Development Review Committee (DRC) meetings for several different Land Use applications including subdivisions, site plans, and conditional uses.
- Prepares presentations of applications and provides staff recommendations to the Planning Commission / City Council at scheduled public meetings. Responds to questions from the Planning Commission / City Council, citizens, applicants, and others in attendance.
- Serves on a variety of commissions, committees, and groups; prepares the agenda and appropriate reports; makes and presents finding and recommendations.
- Coordinates planning activities with other City departments and with outside agencies.
- Participates in Planning Commission / City Council field trips and work meetings to explain application requests, staff concerns, ordinance requirements, applicable design and planning principles, and potential constraints.
- Assists Planning Director with development standards, planning objectives, and evaluation criteria.
- Inspects conditional use permits granted by the Planning Commission to ascertain continued compliance to the conditions imposed.
- Assists Planning Director in coordinating special planning, zoning, and environmental studies; prepares reports and findings. Provides insight and analysis as needed.
- Identifies city-wide planning concerns by reviewing local and national planning and technical literature. Monitors development proposals, sensitive lands issues, and growth trends, advising local appointed and elected officials and state and federal officials of specific concerns as they relate to the city.
- Monitors the Zoning and Subdivision Ordinances, and multiple Master Development Agreements (MDA's) making recommendations for amendments where judgment and practical expertise indicate a change to be advisable.
- Works on inter-jurisdictional planning projects to help promote growth and development patterns throughout the city and county.
- Assists with decision letters from the Planning Commission meeting.
- Updates zoning map to coordinate with the Master Plan.
- Provides mentorship and coaching to lower level staff.
- Performs other related duties and responsibilities as assigned.
MINIMUM QUALIFICATIONS
Education :
Bachelor's degree from an accredited institution with major course work in urban planning or a related field.
OR
An equivalent combination of education and experience.Experience : Level I :
One (1) year experience in planning.
OR
Five (5) years of progressively responsible experience in planning.Level II :
Three (3) years of progressively responsible experience in planning.OR
Seven (7) years of comparable / similar planning work.Preferred :
Experience in local government.AICP Certification (American Institute of Certified Planners)Additional Requirements :
