Job description

Development & Fundraising Manager

U.S. Digital Response (USDR) works alongside state, local, and tribal governments to modernize how they deliver digital services and better meet the public's needs.

We envision a future where communities trust governments to deliver. We operate with humility and deep respect for our partners and believe that modern and resilient technology applied in the public interest can deliver people-centered services at the speed of need.

Since March 2020, USDR's projects have impacted tens of millions of people in over 50 U.S. states and territories. We've worked with more than 550 governments and organizations on over 600 projects.

Leveraging an internal team of ~30 staff along with a network of over 11,000 pro-bono technical experts, USDR addresses and uncovers solutions for common, systemic challenges that public servants are facing. We bring the innovation and agility of a tech startup that is tailored to serve the unique needs and challenges of government.

USDR recently celebrated five years of impact since our founding, and is looking forward to the next five+ years. To keep up with the momentum, we are seeking a Development & Fundraising Manager to work closely with our CEO in support of fundraising, stakeholder management, and ambitious plans for growth.

You will be responsible for :

  • Foundation & Funder Engagement : Partner with the CEO to cultivate and grow a strong portfolio of private and institutional funders.
  • Cross-Functional Collaboration : Serve as a trusted execution partner to the CEO and senior leadership to translate ideas into action.
  • Strategic Narrative & Positioning : Help craft compelling concept notes and proposals for support that reflect USDR's unique value and potential impact.

We're looking to hire as soon as we identify the right person for this role. To help us move quickly, we'll review applications in batches and will prioritize those submitted by November 12.

You are excited about this opportunity because you will...

  • Build long-term relationships with program officers and senior decision-makers aligned with USDR's mission and vision.
  • Drive grants through the pipeline, from prospecting, to relationship building, to proposals, to closing.
  • Identify and qualify new funding opportunities through energetic and proactive outreach, market research, and networking.
  • Identify opportunities to expand USDR's impact by augmenting existing partnerships.
  • Represent the CEO in funder meetings or ecosystem convenings where needed (with expected travel of once per quarter).
  • Collaborate cross functionally to deliver results (35%)

  • Work closely with the CEO to refresh and operationalize USDR's fundraising and development strategy.
  • Forge a strong working partnership with USDR's Program Directors to ensure alignment and effective articulation of how USDR's offerings are building governments' ability to deliver reliable, responsive services to their communities.
  • Facilitate cross-org meetings related to fundraising and development.
  • Create sustainable infrastructure for USDR's fundraising and development function, from concept note development to prospecting and cultivation processes to leading grant reporting and storytelling efforts.
  • Own grant submission processes from proposals to interim to final reports.
  • Contribute well-organized data to CRM systems (Hubspot and Google spreadsheets / docs), pipeline management tools, and other internal reports.
  • Partner with USDR's Operations team to manage and maintain state charitable registrations.
  • Shape our development strategic narrative & positioning (35%)

  • Translate technical and programmatic work into funding proposals that resonate with philanthropic audiences.
  • Collaborate with USDR's Communications and Marketing team and program colleagues to develop and promote new content that effectively tells the story of USDR's impact and attracts new funding partnerships.
  • Collaborate with USDR's Program Directors to lead impact storytelling and results through grant reports.
  • Stay abreast of industry trends, best practices, and innovations.
  • We're excited about you because you have / are...

  • 5+ years of experience managing cross-functional projects or initiatives that involve senior leaders, external partners, or funders ideally in technology, philanthropy, government, or adjacent sectors.
  • Demonstrated ability to execute against strategic priorities set by senior leadership, translating goals into actionable plans, timelines, and deliverables.
  • Exceptional written and verbal communication skills, with the ability to quickly synthesize complex ideas and convey them clearly and credibly to diverse audiences.
  • Strong relationship management skills, with comfort engaging senior decision makers and facilitating high-level discussions with confidence and poise.
  • Proven organizational and project management abilities, including prioritizing multiple workstreams, managing deadlines, and coordinating input across teams.
  • Sound strategic judgment, with an ability to connect organizational goals to funder interests and to spot and communicate opportunities for alignment.
  • Collaborative working style, with a track record of working effectively across functions and levels to deliver shared outcomes.
  • Interest in government service delivery and the ethical use of technology, along with a deep understanding of and belief in what USDR offers governments.
  • You effortlessly model the values in USDR's Community Oath.
  • Or any combination of education, experience, and measurable performance that demonstrates the capability to perform the duties of the position.
  • Skills and experience are necessary, but we hire on value alignment first, so if you feel you would be a good fit with us, still consider applying.

    What we offer you :

  • A competitive salary, consistent with similar roles in other tech non-profits in major U.S. metropolitan cities. The annual salary range for this role is $130,000-160,000 depending on experience.
  • Full health, dental and vision benefits (USDR pays 100% of the cost for our employees and 80% of the cost for their dependents on most plans).
  • 401K with a matching contribution of $1 for each dollar you contribute up to 3% of your salary, and $.50 for each dollar you contribute on 3-5% of your salary.
  • An equipment reimbursement for the purchase of a computer and peripheral devices of up to $2,000, along with a Work from Home allowance of $100 each month, to support employees as they navigate working from home.
  • A discretionary budget of $400 per year per employee for work-related learning and development.
  • A supportive community where everyone can thrive and find a balance between working hard to make a difference and taking care of themselves. This means that we are committed to a fully remote work environment (for US-based employees) along with flexible schedules and time off policies that work with your life.
  • About USDR Salary Practices

At USDR, we aspire to be an organization where our employees not only sustain, but thrive. We compensate every employee based on the belief that they are fully performing in their role meaning they demonstrate our values, perform the responsibilities, and meet the expectations of their individual role.

Each job at USDR is leveled based on the business need for the role, and the salary band is determined based on market data for similar roles in the tech industry.

New hires who signal full proficiency toward the job requirements will likely be offered the mid-point of our salary range.
