Main Purpose of Job
This position is also responsible for indirect coordination between the Financial Management Information Systems (FMIS) Unit and the fiscal operations of the Large Metro Local Departments of Social Services (DSS), whose oversight has been reorganized under the auspices of the Budget & Management Division. The incumbent interacts with the Deputy Secretary for Programs, Deputy Secretary for Local Operations, Chief Financial Officer, Deputy Chief Financial Officer, Chief Information Officer, Central Administration Executive Directors, the Local Departments of Social Services Directors as well as administrative staff, including fiscal staff in Baltimore City Department of Social Services and the four other Large Metro Local Departments of Social Services.
Position Duties
Requires a high degree of expertise, independence and extensive knowledge of the principles and practices of governmental accounting, state budgeting and the operation of programs administered by the Department. Plans to ensure maximization of the utilization of Federal and State funds through strategically planning budgetary policy and implementation. Reviews all requests requiring the utilization of Federal Funds, such as TANF, Title IV-E, Title XIX, Discretionary and Block Grant funding. Reviews and directs Managers, Supervisors, Lead Analysts and Analysts in reviewing, adjusting, reporting, and negotiating the budget requests with requesters, as well as with Analysts from Department of Budget and Management (DBM) and Department of Legislative Services (DLS).
Minimum Qualifications
Education : A Bachelors degree from an accredited college or university in Business Administration, Finance, Accounting, Public Administration, Public Policy, or related area.
Experience : Four years of experience in budget preparation, presentation and execution.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
