Overview

Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. This position is located in the Family Services Division.

The Family Services Division works on behalf of the District’s most vulnerable citizens — abused and neglected children. The Division has five Child Protection Sections. The attorneys in sections I-IV handle all child abuse and neglect litigation on behalf of the District’s Child and Family Services Agency (CFSA), from the initiation of a case through finding a child a permanent placement. Section V attorneys work with CFSA on matters not yet court involved. Division attorneys also advise CFSA social workers and staff members on compliance with local and federal law.

Duties And Responsibilities

Assistant Deputy Attorney General, LX-0905-1

The Office of the Attorney General for the District of Columbia (OAG) is seeking candidates for the position of Assistant Deputy Attorney General for the Family Services Division (FSD). Together, the Deputy Attorney General and the Assistant Deputy Attorney General oversee the management and operation of FSD. FSD’s focus and mission is to work on behalf of the District’s most vulnerable residents : abused and neglected children.

The Division prosecutes civil child abuse and neglect cases and represents the Child and Family Services Agency (CFSA) in all stages of permanency planning, including proceeding to terminate parental rights when necessary. The Family Services Division seeks to provide quality representation to CFSA on child abuse and neglect cases.

General Responsibilities Include

The Assistant Deputy will be responsible for helping the Deputy to manage the Division and the nature of its work. The Division has five (5) attorney sections, each of which is led by a manager who conducts the day-to-day management of that section. There is also an Operations Manager who supervises six (6) support staff and oversees the administrative functioning of the Division.

The management of the Division also includes creating common policies and training guides to ensure consistency amongst all staff.

The Deputy and Assistant Deputy work closely with the Attorney General, the Chief Deputy Attorney General, and First Deputy Attorney General in the planning, coordination and management of the OAG, including developing and implementing the vision for the Office.

Specific responsibilities of the Assistant Deputy include, but are not limited to :

Managing the litigation work of the Division, including establishing litigation priorities; supervising the litigation practice of the Division, including all aspects of civil actions, investigations, negotiations, and resolutions; reviewing pleadings, motions, memoranda, and correspondence; reviewing litigation outcomes to determine when appellate review may be needed; and generating monthly case reports and other evaluative tools to the Attorney General, the Chief Deputy Attorney General, the First Deputy Attorney General, and the Division Deputy.

Helping to manage the operations of the Division, including preparing annual budget requests and performing ongoing programmatic monitoring and reporting; managing personnel, including support staff, in a manner that encourages professional development, employee satisfaction, and quality outcomes; and otherwise managing the operation of the Division, in compliance with OAG policies and procedures, to ensure timely delivery of legal services on a daily and long-range basis.

Other duties associated with leading the Division, including advising the Attorney General on legal issues; fielding complaints from the public; handling public speaking requests, press, and media inquiries; participating in relevant working groups or OAG special projects, continuing legal education, and other opportunities to expand or inform the Division’s work; coordinating with other OAG Divisions on joint enforcement or other opportunities; and liaising, as needed, with members of the District of Columbia Council, members of the Executive, and other District officials on matters pertaining to the work of the Division.

Qualifications And Education

Assistant Deputy Attorney General, LX-0905-1

Incumbent must have a Juris Doctor (J.D.) from an American Bar Association (ABA) accredited law school at the time of appointment. A minimum of five (5) years of legal supervisory experience is required; child welfare experience preferred.

LICENSE AND CERTIFICATION

The incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment.

The maximum salary for this position is negotiable up to $173,400 depending on qualifications and availability of funds.

Duration of Appointment :

Management Supervisory Service (MSS) : At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Tour of Duty :

Monday-Friday; 8 : 30 am - 5 : 00 pm

In-person reporting with limited telework and flexible work schedules available upon eligibility.

Promotion Potential :

No known promotion potential.

COLLECTIVE BARGAINING UNIT :

This position is not represented by the collective bargaining unit.

GENERAL SUITABILITY SCREENING :
