Assistant IT Director
This is a full-time leadership role within the Innovation & Technology Department for the City of Missouri City, widely recognized as the "Show Me City"a dynamic and growing community known for its commitment to innovation, transparency, and exceptional public service.
The Assistant IT Director is responsible for overseeing daily IT operations while leading strategic, enterprise-wide technology initiatives. This position plays a key role in driving the City's digital transformation by enhancing operational efficiency, strengthening cybersecurity, and implementing forward-thinking technological solutions in collaboration with department heads, city leadership, and external technology partners. This role identifies opportunities for innovation and implements solutions that improve service delivery, internal workflows, and citizen engagement.
Manages the operations of the IT division by planning, coordinating, overseeing programs, projects, systems, procedures, infrastructure management, cybersecurity, helpdesk support, enterprise application performance, and service delivery.
Evaluates effectiveness and ensures alignment with organizational goals, while ensuring compliance with applicable federal, state, and local laws, regulations, codes, and standards.
Leads the planning, development, and implementation of enterprise-wide AI solutions, processes automation initiatives to improve operational efficiency, minimizes manual tasks, and support innovation across all departments.
Provides high-level support to the CICO and assists in the execution of strategic initiatives focused on IT modernization, enhancement of digital infrastructure, and improvement of internal service delivery.
Evaluates emerging technologies and make recommendations for AI-driven tools, robotic process automation (RPA), and smart city solutions that align with the City's strategic priorities; manages and supports the deployment of cloud-based services, data analytics platforms, and secure digital workflows.
Coordinates with internal departments to assess business needs and identify technology solutions that improve service delivery and resident engagement.
Supports procurement and contract negotiations for technology systems, software licensing, and IT services.
Assists in developing the IT budget and monitor expenditures to ensure alignment with priorities.
Leads enterprise technology initiatives such as Office 365 migration, digital permitting solutions, and various ERP system implementations.
Develops internal policies, procedures, and governance frameworks to ensure compliance with cybersecurity standards and data privacy regulations; assesses the efficiency and effectiveness of processes; and allocates resources to optimize performance.
Performs other duties as assigned.
Bachelor's degree in Information Technology, Computer Science, Management Information Systems, or a related field.
Five (5) or more years of experience in IT management, including supervisory experience and enterprise system implementation. Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position. Preferred : Experience with Microsoft Azure, Office 365, and SharePoint administration. Familiarity with ITIL, NIST cybersecurity framework, or similar standards. Certifications : Project Management (PMP), Certified Information System Security Professional (CISSP) are desirable. Prior municipal or public sector experience.
