We are proud to serve our community as Washingtons Working Port! This position manages the operational activities occurring on Port property. This includes providing supervision at any of the seven Port-operated marine terminals, warehouse complex, yard or rail operations as well as supervising the longshore employees who handle the cargo.
Essential Functions
Operations (65%) :
- Supervise daily terminal operations including planning, managing and supervising all vessel loading and discharge as well as all yard operations.
- Supervise daily rail operations including planning, managing and supervising all incoming and outgoing trains.
- Coordinate rail placement and movement of rail cars on Port property including supporting bulk operations for Berth 2, Berth 5 and project cargo for Berth 6 and 7.
- Implement policies, procedures, and operating practices to meet the daily demands of the operations department.
- Communicate daily with stakeholders regarding operations including hiring the appropriate manning, planning around other cargo projects and instructing foreman and supervisors on customer and Port expectations.
- Supervise steady workforce including assigning tasks to support the preparation, set up, tear down and clean-up of project not covered in hiring for daily terminal operations.
- Evaluate productivity and efficiency of cargo handling and make recommendations to leadership to improve future cargo handling opportunities.
- Collaborate with the Manager of Marine Terminals and other Port staff to plan, develop, and implement methods and procedures to handle new cargoes, improve operations, minimize operating costs, and effect greater utilization of labor, equipment, and materials.
- Keep abreast of new developments in cargo handling techniques and recommend capital improvements as necessary.
Administrative (20%) :
Compile and maintain department records for use in hiring, handling, and supervision of cargo projects including vessel schedules, daily activity and equipment needs, ILWU payroll, billing instructions, and other necessary reports and documentation in connection with the movement of cargo.Document cargo damage with both the operations team, Port staff, and customers.Compliance (15%) :
Ensure compliance and enforcement of safety, security and environmental policies and procedures, including without limitation, policies and procedures for the safety and security of Port operations, Port employees, and hired union labor from Local 92, 40, and 21.Complete incident report paperwork and file with the appropriate team members.Document and report on unsafe working conditions and potential risks to the Safety Manager.Qualifications
Bachelor's degree in marine operations, operations management or a related fieldA minimum of five (5) years' experience in marine terminals operations and shippingAn equivalent combination of education and experience.Supervisory experience in a unionized environment is preferred.Opacity Certification (within one year of hire).Obtain and maintain TWIC credentials (upon hire and throughout employment).Knowledge and Skills :
Excellent verbal and written communication skills.Excellent interpersonal and customer service skills.Excellent organizational skills and attention to detail.Understanding of labor working agreements and capability to resolve on-the-spot operational issues.Experience working in a labor / union environment under contractual agreement.Excellent time management skills and experience making sound operational decisions independently.Knowledge of maritime regulations, cargo-handling methods and terminal equipment.Strong work ethics with a willingness to be honest and maintain a high level of personal and professional integrity.Advanced knowledge of Office Suite.Knowledge of railroad software systems is preferred.Understanding of lifting and rigging is preferred.Beginning salary will be dependent upon qualifications and experience. New hires typically start at 85-90% of the range midpoint. The midpoint for this position is $110,159.
