Project Analyst (Depot Capability)
The ideal candidate will have a minimum of 6 years of professional and technical experience that reflects specialized experience with Navy and / or Marine Corps Command, Control, Communications, Computers (C4), Intelligence, Surveillance, and Reconnaissance (ISR) (C4ISR) systems. Demonstrated experience managing Navy contracts with technical staffs, multiple subcontractors, and Quality Assurance Programs (including ISO 9000) is helpful for this position. Primary responsibilities will be determining the capabilities necessary to perform a variety of depot-level repair and / or manufacturing work requests for the Navy's C4ISR Restoration Depot. Key to the evaluation of new capabilities will be researching the technical requirements of proposed work and preparing Rough Order of Magnitude (ROM) cost estimates for labor dollars, labor hours, and materials quotes.
Must possess significant cost estimating experience, with the ability to understand technical requirements (technical publications and drawings); research and collect parts, systems, and program data; research obsolescence issues; execute material acquisition requirements on a services contract; assess available project resources; determine resource needs; analyze problems; and recommend alternatives and solutions.
Broad management experience with DoD, Naval Information Warfare Systems Command (NAVWAR), and / or Naval Information Warfare Center NIWC Pacific contracts, including the ability to budget (forecast vs. actual) and track results, schedule, perform life cycle planning, oversee the quality of all tasking elements, supervise contractor personnel, and interface / coordinate with Government Integrated Product Team (IPT) Leads and Contracting Officer Representatives (CORs).
Must demonstrate strong interpersonal skills, including the ability to communicate, both verbally and in writing, have proficiency in writing reports and instructions, and be able to brief senior leaders on assignments.
Six years of project analyst and management experience responsible for the planning, scheduling, and execution of large technical programs. Experience in large system design, testing, installation, and analysis using ILS data and risk / trade-off analysis of multiple systems.

This position is required to have and maintain a Secret US DoD security clearance.
Experience in assembling and preparing documentation and reports to support and reflect progress on requirements, goals, objectives, action items, upcoming events, issues, and concerns.
Quality Management System (QMS) experience that is compatible with ISO 9001 : 2015.
Must have better than average experience with Microsoft Office products.
Must be able to communicate effectively in English, both verbally and in writing.
Must be able to interface effectively with all levels of technical and management personnel.
Compensation : $32 - $45 an hour.
