We are looking for an experienced Project Lead (PM3) to drive a major Community Development & Regulation (CDR) software implementation for a local government client. This role requires a strong background in enterprise land permitting, plan review, inspections, and code enforcement systems .

If you have recent hands-on experience leading a CDR software implementation , we want to connect!

🔎 Key Requirements

  • Preferred Experience
  • Recent experience managing local government land permitting, plan review, inspection, and code enforcement software implementations .
  • Minimum 5+ years working with commercial CDR platforms such as :
  • Cityworks Online PLL
  • Trimble Unity Permit
  • Certifications
  • Active PMP preferred
  • Prior VA state agency experience is a strong plus
  • Please ensure you can provide a completed reference under the “Reference” tab in Vector.

💼 Role Overview 🔧 Knowledge & Skills

  • Hands-on experience implementing Community Development & Regulation systems .
  • Strong command of project management methodologies (PMI, Agile, Six Sigma).
  • Proficiency with project planning & scheduling tools (e.g., MS Project).
  • Excellent communication skills with the ability to set and manage expectations.
  • Strong influencing, negotiation, and stakeholder-management skills.
  • Deep understanding of local government processes .
  • Ability to lead large, multi-departmental teams to align software with business needs.
  • 📚 Experience

  • 7+ years of progressively responsible IT experience.
  • 5+ years managing CDR projects.
  • 5+ years solving Planning & Community Development business problems.
  • Proven record in software implementation, requirement gathering, and leading diverse teams.
  • Strong “people skills” and ability to guide, motivate, and communicate effectively.

  • SDLC
  • Workflows and task prioritization
  • Integration with email / calendar systems
  • Correspondence & document management (storage, retrieval, version control)
